BLAST AND VIBRATION MANAGEMENT PLAN

PURPOSE
The purpose of this Blast and Vibration Management Plan (BMP) is to provide a descriptionof the measures to be implemented by Bulga Surface Operations to manage blastingoperations and mitigate potential impacts to the community, neighbouring landholders andinfrastructure.

SCOPE
This management plan applies to the Bulga Surface Operations (BSO) and operates withinan overall Blast Management Framework, as shown in Figure 1 below

Relevant Legislation
Proposed Blasting activities associated with BSO were assessed under the EnvironmentalPlanning and Assessment Act 1979 and Regulations. Approval for Bulga Surface Operationswas obtained from the Minister for Urban Affairs and Planning on 23 December 1999 in theform of Development Consent DA41-03-99. Activities at the site will be carried out inaccordance with the Environmental Assessment and the subsequent project approvalconditions.The Protection of the Environment Operations (POEO) Act 1997 is the primary NSWlegislation that regulates pollution (which can include blast impacts). other things, details the appropriate regulatory authority and specifies environmentalprotection licensing requirements and penalty provisions. Under the POEO Act BSO wasissued with an Environmental Protection Licence EPL 563. Activities at the site will becarried out in accordance with the conditions stated within EPL 563.

Permitted Hours of Blasting
 
Blasting associated with the BSO will be conducted between the hours of 9am to5pm Monday to Saturday inclusive.
 
No Blasts will be fired on Sundays or Public Holidays, unless approval is obtained inwriting from the NSW Environment Protection Authority (EPA).If safety or environmental conditions require blasting outside of these hours, BSO willconsult with OEH to gain the necessary approval prior to blasting. Any resident likely to beimpacted will also be contacted prior to blasting following OEH approval.
