nalists in a search orthe country’s outstandingcouncilors in the munici-pal category.Esperas,34, is just onher rst term as a coun-cilor but became the rsto cial rom her town o San Miguel to be ever rec-ognized rst, as a regionalgrand winner as an outstanding council-or, and later, as a nalist in the nationallevel.“At rst, I did not mind about it be-cause I was so preoccupied with my ac-tivities in San Miguel doing my consulta-tions with the barangay people,”she saidwhen asked what was her reaction whenshe learned about the award she recievedrom the Philippine Councilors League(PCL), Junior Chamber,Inc. andthe o ce o Senator Edgardo An-gara.She only realized how “presti-gious” was the award bestowed onher when she received the glasstrophy during the awarding cer-emonies held at the Mall o Asia’sSMEX Convention Center lastMarch 7, this year.“It was only during this timethat it sank on me the importanceo the award which will serve as aninspiration or me to do more asan o cial o my hometown and tothe people o San Miguel,” Esperassaid.She also oered her award toher amily and her husband Engr.Victorio Esperas Jr. and daugtherAnnika Vicktoria and to o cialso Leyte, particularly ormer gov-ernor Jericho “Icot” Petilla.In 2012, Esperas, who is run-ning or mayor o her hometownin this year’s midterm elections,was adjudged as the region’s mostoutstanding concilor in the mu-nicipal catergory.Te town councilor said thather inclusion as among the nalistsin this year’s outstanding councilorso the Philippins could be attributedto the dierent programs that shespearheaded in her home town o San Miguel.Among the programs that she isproud to mention is the giving o slippers to day care pupils, dubbed as“tsinelas ni Chikay.”Under the program, all day carecenter pupils who managed to nishthe year recieved a pair o slipper.“It may sound so ordinary anact but or the pupils, it means a lot.Tey struggle to nish the year in thehope that they stand to recieve a slip-per rom their ate Chikay,” she said.She also gives medals to honorstudents in the elementary and highschool students in her home town.As a member o the town council,she also authored several ordinancesand resolutions geared toward thebetterment o her people.o date, she has sponsored morethan 20 ordinances and resolutionswhich include the local version o
