Re: _ Proposed 64 Avenue Overpass at Highway 10
‘Thank you for you leter dated March 3, 2009 which refers to a recent Council motion
conceming the proposed 64 Avenue overpass at Highway 10 (the ‘Project’). As you
‘know, the Project is one of nine proposed ral overpasses included inthe Roberts Bank
Rail Corridor Program which stretches from Delta to roughly 232 Street in Langley.
‘The Roberts Bank Rail Corridor Program (the ‘Program’ is a comprehensive package of
road and rail improvements tobe funded by an unprecedented collaboration of twelve
agencies representing local, gional, provincial and federal governments as well as
Private industry. The primary objectives ofthe Program are
‘# toenhance the quality of fe in communities through which ral traffic to/from the
port at Roberts Bank in Delta travels; and
+ toimprove the safety and efficiency of both the road and rail networks in these

Including Transport Canada, BC Ministy of Transportation and Infrastructure, Port
‘Metro Vancouver, TransLink, Corporation of Delta, City of Surey, City of Langley,

‘agreement confirmed the parners’ commitment to providing over $300 million for the
various projects and initiatives outlined in the Roberts Bask Rail Corridor Road / RailPropnaed S4t Auer Querpars at Highway 10.

Interface Study (the ‘Study’, including an allocation of $51 milion specifically forthe
(64 Avenue Overpass to be funded by five Program pariners (i.e. TransLink, Ministry 0°
‘Transportation, Township of Langley, Transport Canada and Port Metro Vancouver).
‘The curently proposed Project alignment was brought forward by the Township of
Langley in cooperation with, and with support from, the Program Partners who all,
‘deemed it to meet the objectives ofthe Program, The roe ofthe municipality in
‘advancing the Project to the implementation stage is to secure local community support
and Council approval of local funding, and to manage design and construction.
TransLink’s role as Program Manager is to assist the municipality wherever we can in
achieving the required agreements and permits, while ensuring thatthe needs ofthe
Partners and objectives of the Program are met
‘We understand that your Couneilis requesting clarification of whether engagement of te
public in anew processto determine an alternative alignment would impact Program
funding forthe Project. We have therefore consulted all funding partners for this Project,
‘but we cannot agres thet the alignment described inthe Study could be changed in any
significant way without alo giving the funding parters an opportunity to reassess their
level of contribution tothe Project.
‘We further understand that there has been some talkin the community of moving ail
trafic off ofthe Roberts Bank Rail Corridor as an alternative to implementing the toad
and rail improvements contemplated by the Program. We must advise that this i not a
realistic o feasible option.
