DATE: July 11, 2005Dear Applicant:The Secretary invites applications for new awards for Fiscal Year (FY) 2005 for theRehabilitation Research And Training Centers (RRTC) Program for Children With DisabilitiesWho Have Special Health Care Needs (CFDA 84.133B-1), authorized under the RehabilitationAct of 1973, as amended. The purpose of this program is to award grants to eligible applicantsto plan and conduct research, demonstration projects, training, and related activities that help tomaximize the full inclusion and integration of individuals with disabilities into society and toimprove the effectiveness of services authorized under the Rehabilitation Act of 1973, asamended (Act).The final priority notice (NFP) and the notice inviting applications (NIA) were publishedin the Federal Register on July 12, 2005. NIDRR intends to fund one new RRTC. Themaximum amount, in any year for this competition is $800,000 and includes both direct and(15%) indirect costs.ELIGIBLE APPLICANTS:Parties eligible to apply for grants under this program are States, public or private agencies,including for-profit agencies, public or private organizations, including for-profit organizations,institutions of higher education, and Indian tribes and tribal organizationsIMPORTANT APPLICATION PROCEDURES This application kit contains application information different from previous years as well asinformation and the required forms for potential applicants to apply and be considered for a FY2005 grant award under the RRTC competition (including the NFP, NIA and selection criteria).Potential applicants are advised to read the materials carefully, particularly the information onthe types of organizations that are eligible to apply for these grants, how to prepare anapplication, the dollar amount for the budget period, the protection of human subjects, and theselection criteria (Section F.) used by the reviewers to evaluate each application. The programnarrative must address the selection criteria. To facilitate the peer review process, werecommend that your narrative follow the selection criteria in the order presented. Additionally,each application
should include a one-page abstract
. The abstract is a critical component of the application and should
 
highlight the purpose, target population to be served during theproject period, planned goals and objectives, innovative strategies utilized, project outcomes, anddissemination activities.
