Dear Applicant:The Secretary invites new applications under the Rehabilitation Short-term Training: ClientAssistance Program. Please take a few moments to read this letter carefully as it includesimportant information related to the grant competition.This competition focuses on the training needs of client assistance programs (CAPs).Applications must address the following absolute priority:A project must –
•
Provide training to Client Assistance Program (CAP) personnel on an as-needed basis,including –(1) Management training on skills needed for strategic and operational planning and directionof CAP services;(2) Advocacy training on skills and knowledge needed by CAP staff to assist persons withdisabilities to gain access to and to use the services and benefits available under theRehabilitation Act of 1973, as amended, with particular emphasis on new statutory andregulatory requirements;(3) Systemic advocacy training on skills and knowledge needed by CAP staff to addressprogrammatic issues of concern;(4) Training and technical assistance on CAP best practices; and(5) Training on skills and knowledge needed by CAP staff to perform additionalresponsibilities required by the Workforce Investment Act of 1998, as amended.

Coordinate training efforts with other training supported by the Center for Mental HealthServices Administration, as well as with the training supported by the Center for Mental HealthServices and the Administration on Development Disabilities on common areas such asprotection and advocacy, financial management, and trail advocacy.

Include both national and regional training seminars in each project year.There are several factors that will result in automatic rejection of your application. Please besure your application addresses each appropriately:

Part III of the application narrative, is where you, the applicant, address the selection criteriaused by reviewers in evaluating the application. The applicant must limit Part III to theequivalent of no more than 45 pages, using the following standards:(1) A “page” is 8.5” x 11”, on one side only with 1” margins at the top, bottom, and bothsides.(2) You must double space (no more than three lines per vertical inch) all text in theapplication narrative, including titles, headings, footnotes, quotations, references, andcaptions, as well as all text in charts, tables, figures, and graphs.If you use a proportional computer font, you may not use a font smaller than a 12-point font oran average character density greater than 18 characters per inch. If you use a nonproportionalfont or a typewriter, you may not use more than 12 characters per inch.The page limit does not apply to Part I, the cover sheet; Part II, the budget section, including the
