7LONG TITLE8General Description:
9This bill supplements or reduces appropriations previously provided for the use and support10of state government for the fiscal years beginning July 1, 2012 and ending June 30, 2013 and11beginning July 1, 2013 and ending June 30, 2014.
12Highlighted Provisions:
13This bill:14
provides budget increases and decreases for the use and support of certain state agencies;15
provides budget increases and decreases for the use and support of certain institutions of 16higher education;17
provides funds for the bills with fiscal impact passed in the 2013 General Session;18
provides budget increases and decreases for other purposes as described; and,19
provides intent language.
20Money Appropriated in this Bill:
21This bill appropriates for fiscal year 2013:22
($85,209,700) from the General Fund;23
$89,000,000 from the Education Fund;24
$785,600 from various sources as detailed in this bill.25This bill appropriates for fiscal year 2014:26
$100,451,900 from the General Fund;27
($78,667,200) from the Education Fund;28
$91,129,500 from various sources as detailed in this bill.
29Other Special Clauses:
30Section 1 of this bill takes effect immediately. Section 2 of this bill takes effect on July 1,312013.

35Be it enacted by the Legislature of the state of Utah:
36Section 1. Under the terms and conditions of Utah Code Title 63J, the following sums of 37money are appropriated from resources not otherwise appropriated, or reduced from amounts38previously appropriated, out of the funds or fund accounts indicated for the use and support of the39government of the State of Utah for the fiscal year beginning July 1, 2012 and ending June 30, 2013.40These are additions to amounts previously appropriated for fiscal year 2013.41E

- 3 -70The Legislature intends that: (1) the attorney general's71office may not make any payments from the FLDS Trust72appropriation until the office has provided the Legislature with:73(a) a court order releasing the state of Utah from any liability74for payment to the special fiduciary, the special fiduciary's75advisors and employees, or any other expenses of the trust in76excess of the amount appropriated in this line item; and (b) a77written document signed by the special fiduciary waiving any78claim that the Trust has against the State of Utah for79post-judgment interest; and (2) after the attorney general's80office has certified in writing that the requirements o81Subsection (1) have been fulfilled, the Division of Finance82disburse the appropriation to the attorney general's office for83payment to the special fiduciary as follows: (a) $3 million84within two business days after the date that the appropriation85takes effect; (b) $1 million on September 16, 2013; and (c) the86remaining balance of the appropriation on March 17, 2014; (3)87if the special fiduciary repays $4 million of this appropriation88to the state of Utah by April 1, 2014, neither the state nor the89Legislature will seek reimbursement of the remaining balance;90and (4) any money repaid by the trust or special fiduciary be91deposited into the General Fund.92D
