Goal 1: Promote Waterfront DevelopmentObjectives:

Designate new bike lanes on West Court and West State St.that link up with the new pedestrian and bike lane on theBuffalo Street Bridge.4. Improve bus service.i. Complete phase 2 and 3 of the trail over the next 5 years.If the trail is not completed in 5 years use eminent domainto acquire all parcels that are not co-operating with the trailcompletion due to disputes.3. Enforce and modify zoning codes on the Waterfront.i. Enforce the WF-1C and WF-1d zoning ordinance for the Inletin regards to minimum and maximum height of buildings.As well as enforcing the building footprint coverage on lotsdesignated at least 75% of coverage. This zoning codeneeds to be enforced currently.ii. Create new zone WEDZ-1c to include Inlet Island andwaterfront north State Street directly on waterway with thepurpose of simplifying current zoning issues.4. Upgrade existing businesses and encourage newdevelopment.i. Establish a West End Development Corporation toenhance the economic development and wealth of the inletand surrounding area.ii. Have tax incentives for business development on thewaterfront.- 2 -

1. Continue to enforce and emphasize pedestrian safety.i. Delineate pedestrian walkways with color.ii. Use trees and other foliage to create a barrier betweenpedestrians and traffic.iii. Enforce speed limit through the West End – make driversaware of pedestrians.iv. Give a timed delay between light changes for pedestriansto cross the street and avoid cars making left or right turnsinto pedestrians.2. Create parking incentives for alternative modes oftransportation in the West End.i. Establish a program for free parking in city owned as well asmetered streets for hybrid and fuel efficient cars.- 9 -
