SUBJECT: GENERAL OVERVIEW & RECOMDIENDATIONS
GENERAL OVERVIEW:
During the recent election, fiscal accountability and responsibilty played a key role in the
election result, A commitment that was made and spelled out very clearly during the
‘campaign by the electad Mayor was to establish a Mayor's Standing Committee of Finance
that would be created pursuant to the rules under section 141 of the "Community Charter’
Section 141 (1) “The Mayor must establish standing committees for matters the Mayor
considers would be better dealt with by committee and must appoint
persons to thase commitees.”
(2) "At least half of the members of a Standing Committee must be council
members.”
‘The Council of the Township acknowledges the special skills, talents and experience ofits
residents in providing public Involvement in the development of good governance for the
Township.
Standing Committees are widely used in City and Municipal Governments throughout the
region.
Initialy, it was considered that our Standing Committee on Finance budgetary process
‘would move along in aarallel with our CPC (Council Priorties Committee) meeting. During
that Council discussion a decision and agreement took place that CPC meetings would be
suspended until the Standing Committee of Finance had completed their tasks and
submitted their recommendations,
This report is intended to lay out al ofthe rationale considered by the Standing Committee
of Finance including data on the economy that they feel is pertinent to its recommendations.

‘The Mayor's Standing Commitee of Finance is striclly a support resource to your Municipal Counc
‘The ctizons of the Township of Langley ae fortunate fo have the input and Knowledge from ciizens
in our community who have specific talents to bring to their role as members ofthe commitee. The
recommendations they make are the result of over 30 hours each of volunteer time attending
meetings, pouring over very complex financial data, analyzing options and ultimately making
recommendations to Gounci as a whole. Your Municipal Council's the only body of governance in
the Township authorized to make the final decision
‘Tre purpose of the Standing Committes of Finance is nothing more than an oversight body with
spoctic professional expertise thal Is avalable to counci. They collectively and individually have
‘decades. of experience In budgeting and business planning. Through the'r Involvement In the
process council wil have an added view with corresponding recommendations.
Bidgeting, especially during cificut economie tines is not easy. Difficult decisions have to be made
{oproted our collective well being wihin the Township moving forward
