PREFACE

This report provides study results, analysis,conclusions, and recommendations concerning doctrinal implications of Irregular Warfare.Data was gathered and analyzed from both approved US policy as well as joint doctrine publications and additional sources.Based on the data,conclusions and recommendations are made.

This report provides study results, analysis,conclusions, and recommendationsconcerning doctrinal implications of IrregularWarfare (IW) as introduced/described in the

2006 Quadrennial Defense Review

(2006QDR) report and the subsequent IW roadmap.Specifically this study identifies current jointdoctrinal treatment of IW and its aspects, toinclude content of ongoing revision efforts;identifies any joint doctrinal voids concerningIW and proposes courses of action forresolving identified voids; and identifiesterminology implications/doctrinal issuesrelated to IW. The Joint Staff requested this study, via amemorandum approved by the Director forOperational Plans and Joint ForceDevelopment (J-7), Subject: Request forIrregular Warfare Special Study, dated 5 June2006.Pertinent data was gathered from Federaldocuments, to include the

National Military Strategy

,

National Defense Strategy

, and

National Security Strategy

; from approved joint publications, emerging joint doctrine,Department of Defense directives, Chairmanof the Joint chiefs of Staff instructions; NorthAtlantic Treaty Organization publications;Service doctrine and other sources.Analysis of the data was conducted to identifydoctrinal treatment of IW and its aspects, andidentify any joint doctrinal voids.Conclusions were drawn regarding thedoctrinal implications of IW. Finally,recommendations were made regarding the joint doctrinal treatment of IW and courses of action proposed for resolving identified jointdoctrinal voids.
