The MA Attorney General's Office suddenly refuses to comment on anything related to the private, nonprofit BARRE EMERGENCY & RESCUE SQUAD INC.

Meantime, MA DPH apparently doesn't care what entity is Wonderland's ambulance licensee or service provider.

So many names. So many addresses. And no financial records!

Doesn't this smell - just a tad??

BARRE EMS.BARRE AMBULANCE SERVICE.BARRE EMERGENCY & RESCUE SQUAD INC.What’s in a name? According to the MA Department of Public Health (MA DPH) and its Officeof Emergency Medical Service (OEMS) apparently nothing. Absolutely nothing!The following email was sent to OEMS officials last week:

Phil:Thanks for taking the time while in the field to call today and address the outstanding records request. AsI mentioned to you I’d follow-up with respect to the two matters of concern:
 
The Barre Ambulance Service;
 
The Town of Barre as the designated Licensee;
 In order to avoid any confusion please treat this as a formal records request 
.The Office of Emergency Medical Services has alleged certain clerical errors have occurred over the yearswhich led to wrongly identifying the private, nonprofit BARRE EMERGENCY & RESCUE SQUADINC. as the Licensee. It is the contention of the OEMS that the Town of Barre has always been theLicensee dating back to 1972. However no records exist to memorialize this legal claim though records doexist showing the nonprofit as the Licensee and a BARRE AMBULANCE SERVICE as the ServiceProvider.Furthermore, the MA Department of Public Health, as of January 2013, now identifies this BARRE AMBULANCE SERVICE, a fictitious business entity, as the service provider all the while Region II identifies William Dino, a current Board member of the Central MA Emergency Medical Systems Corp.which OEMS oversees, as a representative of the BARRE EMERGENCY & RESCUE SQUADINC. Dino is the organization’s ALS Coordinator, a position created in ’08. As I stated to you in our discussion there is no evidence that such a dba legally exists. Quite thecontrary. And if, as one OEMS investigator claimed, the BARRE AMBULANCE SERVICE is a dba fothe Town of Barre then this presents another legal dilemma which your agency has declined to address –though well within its regulatory control.I also mentioned how the BARRE EMERGENCY & RESCUE SQUAD INC. , BARRE AMBULANCESERVICE , and BARRE EMS (a second dba), have all been identified with the same Service Number –
 
3-2-6-2. Thus, as I’ve expressed before to OEMS they are collectively one legal entity – the nonprofit –albeit illegally using two fictitious names.Then there’s this fact: MA DPH has records on file dating back to ’05 that the
Center for Medicare & Medicaid Services
has assigned the BARRE EMERGENCY & RESCUE SQUAD INC. with a CLIAnumber – not any of the fictitious entities. And the address of the nonprofit is correctly recorded as
10Broad Street 
– not 40 West St. Box 201 the Town of Barre’s municipal building.Given these facts I am requesting to view the following public records that must exist in order for the MADPH to be boldly making certain assertions:1.
 
The correspondence from the Town of Barre and/or the BARRE EMERGENCY & RESCUESQUAD INC. to OEMS requesting the dba BARRE AMBULANCE SERVICE and OEMS’saffirming correspondence;2.
 
The correspondence from the Town of Barre and/or the BARRE EMERGENCY & RESCUESQUAD INC. to OEMS requesting the dba BARRE EMS and OEMS’s affirmingcorrespondence;3.
 
The Town of Barre’s original ambulance license certificate awarded by the MA Department of Public Health;If OEMS cannot provide any of these records - given the well documented history of address and namechanges of this EMS entity - then I’m strongly urging a public correction be made immediately whichwould accurately reflect the BARRE EMERGENCY & RESCUE SQUAD INC. as the Licensee andService Provider. Anything less would be tantamount to fraud.Lastly, Phil, if there’s a way to waive the records fee from past request now on your desk, I’d appreciateit. If any materials could not be located please explain. Recall on February 25

I requested the following:1.
 
 Any correspondence between you and the Town of Barre and/or the Barre Emergency & RescueSquad Inc. in 2012 – Present specific to “cleaning up” Licensee issues ;2.
 
Town of Barre’s service zone plan (preliminary or approved);3.
 
The most recent provider contracts on file with the Department between the Town of Barre, theBarre Emergency & Rescue Squad Inc., the Barre Family Health Center, and any elderly care facility in Barre’s designated service zone ;4.
 
The Town of Barre /Barre Emergency & Rescue Squad Inc.’s 2012 complete license renewalapplication (if applicable) ;In closing, I appreciate your candor and your willingness to listen to my many concerns about thisorganization.
I also sent the following records request to Charles Fullam of the BARRE AMBULANCESERVICE/BARRE EMS/ BARRE EMERGENCY & RESUCE SQUAD INC. last week, too:

And you, Mr. Fullam, are a town employee with the titles of Manager and EMS Coordinator. As such you would be the custodian of the records I seek.I am requesting to view the following:1.
 
The Service’s
trip logs from 2012
pursuant to 105 CMR 170.345. The Office of Emergency Medical Services requires minimum information for each EMS run to be submitted to theDepartment within 14 days of the call, via upload or direct on-line data entry, to the MATRISwebsite. Given the nature of the system it shouldn’t be a problem viewing the records all thewhile bypassing patient information;2.
 
The EMS Coordinator job description;3.
 
Your employee contract with the Town of Barre specific to your role with the Service;4.
 
The business certificates specific to the following dba’s:
Barre EMS
and the
Barre AmbulanceService
 ;Lastly Mr. Fullam, in a prior records request you alleged to the Secretary of the Commonwealth how I  forwarded an email to your personal address and that it went to “junk mail” and was subsequentlydeleted. The Supervisor of Records, in a disposition letter to me dated November 19, 2012, wrote the following: Public records requests must be sent to a municipal governmental entity, not to a privateindividual… Mr. Fullam requested that future requests be sent to the Town rather than to his privateemail address.You allegedly represent a municipal entity in your capacity as EMS Manager/Coordinator and this emailaddress is on file with the MA Department of Health as recent as
 January 2013
for the Town of Barre inthe public capacity for which you serve.Please advise when a mutually agreeable time can be arranged to view these public records.

Barre ambulance crew
, approved by Wonderland’s boardof selectmen.
