The audit was conducted pursuant to Section 2-3-103, C.R.S.,which authorizes the State Auditor to conduct audits of all departments, institutions, andagencies of state government. This first of two reports presents our findings, conclusions, andrecommendations, and the responses of the Department of Revenue and the Department of Public Health and Environment. The second report is expected to be released later this year.
