On2/19/09atapproximately1737hours,thissaidofficerwasassistingOfc.Spaulding#1690seizenumerousregistrationlicenseplatesfrom667MainStreet{MyCountryStore},EastHaven.{SeeOfc.Spaulding'sreport09-2650}.Whileinsidethestore,thisofficerwaswatchingstoreowner,WilfridoMatute{D.O.B.6/26/67}takedownnumerousregistrationplateswithadrillgunfromawallinsidethestore.Ashorttimelater,thisofficersawawhitemalesubjecUateridentifiedasJamesManship(D.O.B.12/18/63)enterthestore.ThisofficersawManshipapproachahispanicmaleemployeeinsidethestoreandnoticedthatManshipwashavingaconversationwiththemalesubjectandthatthemalesubjectwaspointinghisfingeratpolicewhilespeakingwithManship.AtthistimeOfc.Spauldinghadexitedthestorewithastackoflicenseplatesthatwereseizedfromthestoreandhadsecuredtheplatesinsidehispolicecruiser,whichwasparkedinthefrontparkinglotofthisstore.Ofc.SpauldingreenteredthestoreandhadapproachedManship,whohadbeenstandingbythestore'sregisterarea.ThisofficercouldnotheartheconversationthatOfc.SpauldingwashavingwithManshipbutwaslateradvisedafterthisincidentbyOfc.SpauldingthathehadverballyadvisedManshiptostayhisdistancefrompolicewhilepolicewereinvestigatedthisincidentinsidethestoreandthatManshiphadbeenadvisedbyOfc.Spauldinginthepastweektostayasafedistancefrompolicewhilepoliceconductedmotorvehiclestops.Whilethisofficerwasbendingdowntopickuplicenseplatesfromthefloor,thisofficerhadturnedaroundandnoticedManshipwalking

towardsthisofficer.ThisofficersawManshipwithdrawanunknownshinysilverobjectoutofhiscoatpocketandhadcuffedtheobjectwithhishandsinordertoconcealtheitemfrompolice.ThisofficeraskedManshipwhathewasdoingandverballyadvisedhimtobackupfrompolice.Manshipstoppedashortdistancefromthisofficer'spositionbehindastoreshelfandhadfullyextendedhisarmsforwardandpointedhishandstowardsthisofficerwhilehishandswerestillcuppedoverasilverobject.AtthistimethisofficerfeltunsafewithManshipbeing

closetomyselfandOfc.SpauldinganddidnotknowatthistimewhatManshipwasconcealingwithhishands.ThisofficeraskedManshipagainwhathewasdoingandwhathewasconcealinginhishands.Manshipatthistimestilldidnotanswerthisofficer.Forofficersafety,thisofficerwalkedtowardsManshipandaskedhimifwhathewasholdingwasavideocamera.AsthisofficerwasapproachingManship.Manshipstatedthathewasdocumentingwhatwastakingplaceinsidethestore.NotknowingifManshipwasholdingacameraorapossibleweaponthisofficeraskedManshiptoshowmewhatwasinhishands.Manshipdidnotanswerthisofficerandhadheldhisarmshighoverhisheadsothatthisofficercouldnotseewhathewasactuallyholdingandthenbladedhisbodyinaaggressivemanner.Manshipwastallerthenthisofficerand

couldnottellwhatManship'sintentionswereatthistime.ThisofficergrabbedManship'sleftarmwithmyhandandaskedhimtoshowmewhathewasholding.OncegrabbingManship'sarmthisofficerfeltManshiptightenuphismusclesinhisarmsandheimmediatelystartedtoyell"I'mapriestandyoucannottouchme".Manshipkeptrepeatingthisstatementandwasalarmingotherpeopleinsidethestore.ThisofficeradvisedManshipthathewasmakingasceneinsidethestoreandadvisedhimtoletmeseewhathewasholdingorpolicewouldarresthim.Manshipstartedtofightwiththisofficerandwasturninghisbodyandarmsawayfromthisofficerwhileattemptingtopasstheobjectovertoanearbymalesubject.Ofc.SpauldingatthistimehadgrabbedtheobjectfromManship'shandsashewasattemptingtogivetheitemtothemalesubject.AtthistimethisofficeradvisedManshipthathewasbeingplacedunderarrestandadvisedhimtoplacehisarmsbehindhisback.ManshipdidnotanswerthisofficerandstartedtowalkawayfromthisofficerwhileIwasstillholdingontohisleftarm.ManshipbrieflystruggledwiththisofficerandrefusedtoplacehishandsbehindhisbackandthisofficerhadtophysicallypulldownManship'srightarmbehindhisbackinordertoplacehimintohandcuffs.Oncehandcuffed,thisofficerdoublelockedthehandcuffsandcheckedthemforfit.
