It is the Commission's desire and expectation that the proponents’ announcement of the project
will be accompanied by a commitment to agricultural use of land in the Milner Valley and by a
brief functional and agricultural analysis of the project, of the Milner Valley leg of the Roberts
Bank Rail Corridor study, and of alternative routes.

Minutes of a meeting held by the Provincial Agricultural Land Commission on the
21 day of November 2008 at the SFU Wosk Centre for Dialogue, Vancouver B.C.

Applicant: Gateway Program, TransLink, Township of Langley
Proposal: To provide a road corridor through the ALR for a 64 Avenue / Mufford
Crescent road realignment and grade separation in support of the
expansion of the Roberts Bank Seaport Terminal to improve traffic
Safety of the local and provincial road network, reduce traffic
congestion and improve air quality..
Location: Milner Valley, Township of Langley
Context
The proposal was weighed against the purposes of the Commission as stipulated in
section 6 of the Agricultural Land Commission Act (the “Act’). They are:
1. to preserve agricultural land
2. to encourage farming on agricultural land in collaboration with other communities
of interest, and
3. to encourage local governments, first nations, the government and its agents to
enable and accommodate farm use of agricultural land and uses compatible with
agriculture in their plans, bylaws and policies.
Meeting
‘On November 18, 2008, Commissioners Pranger, Bose and Tomlinson, together with
staff members Tony Pellett and Ron Wallace, met at the Township of Langley offices
with representatives of TransLink, Gateway and the Township of Langley together with
the agent for the application (Pacific Land Resource Group Inc.) and consulting agro-
logist Pat Brisbin of Golder Associates Ltd. The meeting reviewed the long history of
road and rail planning, the urgency of Deltaport expansion and an assessment of the
agricultural impact of the project, including altemative alignments aimed at reducing
agricultural impacts or creating benefits to agriculture.

‘The Commission assessed the impact of the specific proposal against the long term.
goal of preserving agricultural land. After reviewing the information provided by the
Proponents, the Commission believes that although the proposal will adversely impact
existing and potential agricultural use of the subject properties, alternative proposals
would have a similar or greater overall impact on other agricultural land.
