The Updated Preliminary Budget for 2013-14 that will be presented onthe following slides will detail the costs necessary to deliver theexisting education programs for the children of Schoharie CentralSchool District at the same staffing levels. Therefore, this version of a2013-14 budget is a reflection of the 2012-13 budget, with revisedcosts. This budget also details the costs to provide theoperations/management/support systems essential to the health andsafety of the students and staff.Revenue projections based upon the
Governor’s
preliminary estimate of state aid to education proposal will also be presented.

The budget development objective remains:
“To
maintain the fiscalcapacity of the school district in order to continue to adequatelyprovide for the programs and services for our students, not only fornext year but for years well into the
future”
.The budget goals are:
To develop a fiscally sound educational plan (balanced budget).
To sustain the core instructional programs.
To continue ongoing strategic initiatives to control costs: HealthInsurance (streamlined administrative model); Prescription Benefit(self-funded);
Worker’s
Compensation (risks pooled with a group of area school districts); Energy Management program (reducesconsumption); Special Education (placements in best appropriatesettings).
