Seowrausoen— i 12 B 14 15 16 7 18 Republic of the Philippines PROVINCE OF ILOCOS NORTE 2900 Laoag City OFFICE OF THE SANGGUNIANG PANLALAWIGAN Draft Provincial Appropriation Ordinance No. _2*0 Sponsored by Committee of the Whole AN ORDINANCE APPROPRIATING THE AMOUNT OF ONE HUNDRED FIFTY THOUSAND PESOS (P150,000.00) FROM THE PAGCOR FUNDS FOR THE PAYMENT OF THE BLOOD HANDLING FEE TO BE USED BY INDIGENT PATIENTS, WHEREAS, poverty has contributed to the deaths among indigent folks who are in need of blood but have no money for the purpose; . WHEREAS, a majority of indigent patients who need blood cannot easily raise the amount needed for the payment of blood handling fee; WHEREAS, the blood handiing fee is being used to augment the cost of examination for malaria, syphilis, HIV and others with the Philippine National Red Cross (PNRC) officially designated to collect and release examined blood; NOW, THEREFORE, Be it Ordained, that Section 1. This Ordinance shall be known as the “Blood Samaritan Ordinance of 2009." Section 2. There is hereby appropriated the amount of One Hundred Fifty Thousand Pesos ( P 150,000.00) from the PAGCOR funds for the payment of blood handling fee to be used by indigent patients. Section 3. All other ordinances, including Provincial Appropriation Ordinance No. 20-2008, orders, issuances, rules and regulations which are inconsistent with the provisions of this ordinance are hereby repealed, amended or modified accordingly Section 4. This Ordinance shall take effect immediately upon approval
