575 Publicly Funded GAL's, But Parents Can't See Their Invoices. Is This Safe?

575 Publicly Funded GAL's, But Parents Can't See Their Invoices. Is This Safe?

(1) P. 5: Each year, the Public Defender's Office subsidizes 575 GAL's appointed to family court cases. See the entire annual OPD report here:
http://www.ct.gov/ocpd/lib/ocpd/publications/2011-12_annual_report_2-1-13.pdf

(2) P.6-24: A keyword search for "Guardian" on the Appellate Court's website will turn up 461 more entries of Appellate cases involving GAL's.
http://appellateinquiry.jud.ct.gov/CaseNameInq.aspx

(3) P.1-4: The Public Defender has taken the position that the public has no right to inspect the GAL's invoices, billing, contracts, etc. Even if the services are for your own children, the Public Defender will not allow you to verify the accuracy of the GAL's billing. Some of the GAL's paid by the public defender do not have contracts, and so they aren't subject to the same regulations and oversight that would normally keep children safe.

(5) P.1-4: Despite the fact that the records requests asked for documents from 2008-present, OPD Attorney Debra Del Pret Sullivan denies requests for docs prior to July 2011, then claims that she has no records for any of the OPD contractors listed after that. A quick search of the State's vendor payment website shows that this is an inaccurate and misleading statement:
http://transparency.ct.gov/html/main.asp

(6) P.4: Document disclosures provided by Sullivan regarding the GAL's training and materials was also incomplete and had to be obtained from third parties. The complete section of GAL training docs can be found here:
http://www.scribd.com/doc/134137761/CT-s-Required-Guardian-Ad-Litem-Training-Materials-Qualified-Immunity-No-Oversight-No-Decertification-Process

(7) The GAL training and administration program is mainly run by Judicial Branch employees who run an unregistered corporation called the AFCC from their public offices. Their history is riddled with fraud, and the AFCC is cross affiliated with various pedophile advocacy and militant father's rights groups.
http://www.scribd.com/doc/134247461/AFCC-CT-Judicial-Branch-Taxpayer-Funded-GAL-Training-Boon

(8) P.25-29: Charts showing AFCC's "free" labor force, free Public office space, plus millions of dollars in publicly funded contracts and vendor arrangements show that the organization is deeply embedded. Attorneys and litigants, consumers cannot opt out or protect themselves without running amok of the AFCC's leadership in the Judicial Branch and legal industry.

(9) Keith Snow has identified >80 CT cases where abusers, violent criminals, drug addicts, even mass murderers have gotten custody. Many of them involved AFCC trained GAL's who seemed to cause parents to fight simply so they could cash in:
http://www.consciousbeingalliance.com/2013/01/summary-of-connecticut-court-judicial-abuse-cases-january-2013/

(10) The taxpayer funded supervised visitation industry in CT is booming since the AFCC and GAL program took off. Hundreds of parents, many who are fit loving parents, are now forced into Access and Visitation programs, supervised visits:
http://www.scribd.com/doc/131028210/CT-Supervised-Visitation-Industry-Bubble-Funded-By-Taxpayers

(11) As a GAL, Judge Maureen Murphy billed over $100,000 to 9-year old Max Liberti's family, but spent almost no time with Max himself. Consequently, Judge Munro and Murphy thought it was best to grant sole custody of Max to the father accused of raping him:
http://communities.washingtontimes.com/neighborhood/heart-without-compromise-children-and-children-wit/2013/feb/28/finding-ground-zero-connecticut-part-i/

(12) See link to GAL trainer Dr. Kenneth Robson's testimony about Max's sexual assault here:
