"The sale of council housing was never enough on its own - that is why we need to complete the social reform agenda so that we can change all this. Our housing paper points out that future sales should be set in such a context of breaking down these monolithic estates and using social housing as a support to lift people out of dependency and into work." published a few months ago, which shows conclusively that once upon a time social housing was about mixed tenure with two parent families and families in full time work. That is no longer the case and less than a third have full time work on estates and a very small number have two parents. This style of life for the children now ensures they are more likely to repeat the behaviour of their community and grow up out of work and dependent in their turn. Most children will not see a two parent family or someone who goes out to work.
