Thank you so much for helping on this. As you know the city is in the middle of construction of the North
Natomas Library, which will be a wonderful asset for Natomas when it is complete. Part of the funding is a bond
from the state of California . At this point the state is not issuing any bonds, meaning the project is at risk of
shutting down completely. Our staff estimates that to shut down the project and then restart it will add $2.5
million onto the cost of the library.

The city has the option to borrow the necessary $5 million from the North Natomas Finance Plan as a bridge
loan which would be paid back when the state issues the library bond. This will not just prevent a $2.5 million
loss, but ensure that we can complete this great project on time.

The council was supposed to take up the item on March 17 to borrow the funds, but a very small minority of
people and developer interests pulled it off the agenda and are now advocating delaying it indefinitely. This
would be detrimental to the library project and the thousands of people who would use it.

We need people to write to Ray Kerridge, the City Manager, and tell him to take up this item without delay. His
