Subject: A Request for UN follow‐up to bring to trial the international terrorists who
aggressively closed Don Muang and Suvarnabhumi International Airports,
Thailand
And a request for Thailand’s re‐election to be organized by The United Nations.
To: The Coordinator of the United Nations, Thailand (through UN Office on Drugs
and International Crime)

Due to the blockade of Suvarnabhumi and Don Muang International Airport
which was considered the destruction of human rights, an act of terrorism by the group
of people who calls themselves “ People’s Alliance for Democracy”(PAD), many innocent
passengers and 88 planes had been withheld and could not operate. This action was
considered against International Laws of Civil Aviation and it was the action of
international terrorism. However, this threatening action has never been brought up by
any right justice systems in Thailand and it may lead to the alike crisis in future for other
destructions of human rights and fundamental freedoms by the blockade of any
international airports.
On behalf of Thai people who would like to express their disapproval and to
combat international terrorism, I would like to condemn the threatening action of PAD
and would like to request The United Nations Office on Drugs and International Crime,
International Civil Aviation Organization and Office of the High Commissioner for Human
Rights to take action to this matter and to the government who has ignored and
indirectly protect the international terrorists in spite of many clear evidences. I would,
therefore, request your assistance to send representatives to look into the following
matters under the International justice laws:
1. The blockade of International airport which has never happened in the world
history. An investigation to find the reasons why it could not be protected or
cleared must be done.

2. Children, women and elders were used as the terrorists’ shield during the
blockade.
3. Weapons, bombs and other arms were used; especially drugs were used
among the guards of the terrorism.
4. The right of the aggrieved party to receive any compensation from the
damages caused by the terrorist’s leaders, related persons, a body of
persons, juristic persons and both government sections, state enterprises,
and private sections.
5. The distortion of news and press in Thailand. There are reports of
intimidation and harassment against local and foreign journalists and media
personnel as well as of defamation suits against them, originating at highest
political level. This situation is similar to the realm of Rites III of Germany in
the past. Furthermore, there is propaganda to eliminate those who are
opposite to the extreme right, genocide, as the case in Rwanda.
6. A political party who has supported its members to participate in PAD
activities.
7. Some officials, civilians and judges, who supported PAD directly and
indirectly as reported in the foreign media, must be investigated and traced
to their dictator.
8. All the fund raising from banks, companies, associations, charities for PAD
must be investigated.
9. The connections between the leaders of certain political party, the armed
Yahweh group, and the PAD guards (who were heard speaking Yahweh
language during the terrorism) have been suspected to have connections
with Al Gore Eda and JI Ismailiia who are international and regional terrorists.
The urgent investigation is needed to ensure the world and regions’stability.
10. ASTV (Asia Satellite Television) located in Hong Kong Special Administrative
Region of the People’s Republic of China has been a supporting media to
PAD. There is a continuous misleading propaganda through ASTV during the
blockade of the international airports. ASTV, Manager Magazine, and The
Nation Press are all in the supporting terrorism groups.
11. No action has been taken against the terrorism by any Human Rights
Committee of Thailand; on the other hand, it had tried to stop the police
from clearing the blockade of the international airports. Innocent passengers
who were victims of terrorism were ignored as well as using of children,
women and elders as PAD shield.

Thus, I, as a Thai citizen who live in Thailand, a member country of The United Nations,
would like to implore UN to investigate the matter with Thai government for the sake of
democracy, of human rights protection, of the rule of laws, of the fight against international
terrorism, and of media freedom. Just like your commitments to bring peace and honoring
human rights to the world.
On December 8, 2008 Commissioner General of Royal Thai Police (Pol. General Jongrak
Jutanond) had revealed 66 individuals and companies who supported the terrorists. The list
had been sent to Thailand’s Anti‐Money Laundering Committee. Unfortunately, PAD
connections among politicians, military, judges and others have ended the ongoing process. The
police who were responsible for the case have been transferred and moved to other sections.
For Pol. Gen. Jongrak Jutanond , who was responsible for the blockade of international airports
cases, finally had announced his resignation.
It was obvious that Thai government and police officers at that time were directly and
indirectly frozen to do any action against the blockade of international airports by some
organizations, military, judges and the unrevealed power. At last, the democracy government
that was elected by Thai people, was forced by the Justice (appointed by the coups d’ état on 19
September 2006) to dissolve the political parties of the government. It seemed everything had
been well planned including the new constitution made by the coups d’état , the Democrat
Party who is later on the new government, and PAD members. An army officer and PAD
members have been appointed to be ministers in the new government as a return. It is not
surprising why the Minister of Foreign Affairs (Mr. Kasit Pirom, a supporter and a speaker on
the PAD stage) had given an interview about the blockade of the international airport that it
was enjoyable event with excellent food and music. Moreover, Mr. Sonthi Limthongkul the
leader of PAD confessed by himself to the public media that his group and recently Thai
government are the same group. In addition, the present government has recently tried to
release an act with the minimum penalty of 500 ฿ fine for the blockade of the international
airports despite the fact that there has already been a law with the maximum, death penalty to
any offences against the international airports.
Hopelessly, we cannot rely on the Election Commission whose chairman gave an opinion
in an interview that buying politicians with 20‐30 million baht to form the present government
is as common as buying football stars. The answer why he had such an idea comes after it was
revealed that the Election Committee was elected by the coups d’état of 19 September 2006.
There are unrevealed powers or authorities who have distorted the truth which may bring to
more and more dissatisfaction, rebellion, civil war, or in the worst case ‐ separation of the
nation. The lack of “The Rule of Law” and using the law of the coups d’état have resulted in the

injustice all over Thai society, meanwhile, 2,000 army soldiers had been sent to the Northern
and the Northeastern parts of Thailand under the strategy by the Chief Commander to control
the people not to act or protest against the present government.
There are some similarities between Thailand and Myanmar such as non‐elected ruler,
unfair constitution, and election process, the lack of “good governance” and “the Rule of Law”.
The winner from the election like Aung San Suukyi or former Prime Minister‐Dr. Taksin
Shinawatr were undermined and threatened with death both by unrevealed authorities of
Thailand and by certain countries that lost their benefits in the region during Dr. Taksin’s time.
Moreover, many Thais and foreigners were arrested by the misuse of lese majese offences law.
As long as nothing has been done to the blockade of the international airports, the stop of sea
ports, telecommunications, transportations and public utilities, no one can be assured that the
same thing will not happen again.
Situations in Thailand now are hopeless for the innocent people who ask for democracy
unless there is UN intervention. We cannot rely on our National Human Rights Committee who
condemned the standard use of tear gas to stop armed PAD who gunned down the innocent
people on the road, the suspect of killing a man who was found dead in Suvarnabhumi
International airport, fought and tried to kill the police. National Human Rights Committee is
not reliable even on Rohinya Human trafficking. A reliable military source of news has revealed
that there will be the violent elimination of anyone who is opposite to the present government,
conservative authorities, extremist right wing, Royalist, and international terrorists (PAD).
“All men are created equal” as Jean Jacques Rousseau had said in his social contract and
general will. Therefore, we cannot accept the destruction of human rights, fundamental
freedoms, democracy, threatening and harassment of terrorism. We would like to offer ways
to prevent and combat terrorism which are classified into 3 measures:
1. Measures against Terrorism
2. Measures against the supporters and dictator of terrorism
3. Re‐election for participatory democracy system
Measures against Terrorism
1. All the core leaders must be put on the black list to protect them from escaping if
there is an arrest.
2. International officers are requested to investigate the cases and any punishment
should be done in other countries under the international criminal law.
3. Confiscate the property of the leaders and the supporters of terrorism.

4. Anyone, who tries to distort the terrorism evidences, must be brought to trial as
terrorists’ supporters.
5. UN intervention is requested to prevent any excuse or exemption of the backtracked
punishment to international terrorists and their supporters.
6. ASTV that located in Hong Kong Special Administrative Region of the People’s
Republic of China must be investigated. If it broadcast and supported the
international terrorism, it should be closed down. The owner and all shareholders
must be brought to trial as national terrorists.
7. Legal action must be taken against the press that gives distorted news and
propaganda to make Thais kill their own patriot, genocide, just because they have
different political ideology.
8. Investigate the large amount of counterfeit bank notes which have been produced
by using almost the same ink and printing as the originals. World monetary system
may be in danger if they were exchanged with other currency.
Measures against the supporters and dictators of Terrorism
1. The money sources that the terrorists have used must be investigated. Both backers
and terrorists must have the same punishment.
2. The television, radio stations and the press who broadcast supporting terrorists’
news must be investigated and punished as their supporters.
3. The political party or its members who openly supported the terrorism must be
investigated and any activities of that party must be sanctioned if they were found
guilty. If the foresaid political party is the present government, all nations and
international monetary institutions must sanction their administration and must
punish its administrative committee as they are terrorists’ supporters.
4. Thai constitution of 2007 must be abolished and replaced with the Thai constitution
of 1997 because it was written under the coup d’état of 19 September 2006 and
constricted public opinion. The Thai constitution of 1997 had been passed through
the democratic process with Thai people’s full participation.
5. Cancel all independent organizations, their operations and their former convictions
that were made by the coups d’état if they were supporters of any terrorists’
activities. Those independent organizations are: The Election Commission, The
Assets Scrutiny Committee, The Auditor General Commission, The National Counter
Corruption Commission, The Constitutional Court ,including senators and the
present government appointed by the coups d’état. If any independent

organizations are found to have connections or to be supporters of any terrorists
‘activities, they must be brought to trial as well.
6. The coups d’état has extended the retirement of judges, all independent
organizations, the National Human Rights Committee from 60 years of age to 70
years of age to get some advantages in considering and helping the terrorists. Those
who did not follow the retirement law must be punished.
7. UN is requested to change Thai judges’ recruitment from being appointed to being
elected, from judges to jury system. All the judges of the Supreme Court, the Chief
Justice, and The Chief of the Supreme Court must be elected directly by Thai people
or indirectly by offering names to the parliament.
8. UN is requested to send observers at least 2 years during the improvement of the
courts of Justice and independent organizations in order to meet the international
standard.
9. Thailand must amend the criminal codes provisions on lese majese offences which
had been misused by the political opponents. Thus, they must not be used by any
political parties, politicians, officials, and their families. There should not be
additional or wider scope of punishment, all the lawsuits from 19 September 2006 to
now must be voided and all the accused must be released.
10. Civilian supremacy together with 1997 Constitution and criminal laws must be
introduced to put the coup d’état on trial for rebellion. Commander‐in‐Chief of the
Royal Thai Army and Air Forces must stop their duties and be investigated their
connections with terrorists. Military Law must be revolutionized especially about
the politics aspects – the military has no rights either to express any opinions about
politics or to imply the Minister of Defense or Prime Minister to resign, which was a
clear political interference. Any direct and indirect political involvement will be
considered as a rebellion. Military Forces must be moved further from the capital
for at least 300 kilometers.
11. Special gun laws should be permitted for volunteers of people’s democracy guards
so that they can carry firearms when necessary. The number of people’s democracy
guards will not exceed 100,000 with the supporting fund from the government for
any activities. Those volunteers can only carry firearms legally when there is the
coups d’état or when the government is under the control of the coup d’état.
12. UN armed forces are requested to protect Thailand’s international airports and sea
ports with the supporting fund from the Thai government to ensure that these
places will not be threatened by any terrorists again.

Re‐Election for Participatory Democracy System
1. UN Election Committee is requested to replace Thailand’s Election Committee.
2. The parliament must be dissolved and a new election must be arranged under
1997 Constitution to allow Thai people to unanimously decided their own future.
3. UN is requested to ask World’s Bank, Asia Development Bank, and International
Monetary Fund not to approve a loan to Thai non‐elected or military controlled
government, even indirectly.
4. UN is requested to consider other criteria such as interfering justice power
besides the coup d’état criteria when considers the democracy status of the
government.
5. A sanction is necessary if Thai government refuse to follow UN suggestions.
All the evidences of any situations in Thailand were shown in the foreign Press such
as AP, Reauters, CNN, BBC, The Economists, and The Wall Street Journal. The Press has
reported the same information as mentioned in this letter. The information of the coup
d’état can be found in The Wall Street Journal: The Silent Coup”, Dec. 16, 2008.
On the other hand, local journalists and media personnel have been restricted
their media freedom and at the same time, ASTV audience are being brainwashed by its
propaganda and its distorted information.
Moreover, a foreign Press reported that the Minister of Foreign Affairs had tried
to persuade the ambassadors to support the terrorism. He claimed that it is an
appropriate way of democracy and the atmosphere during the blockade of international
airports was enjoyable with excellent food and music. His attitudes are very dangerous
to the world’s peace and freedom.
Finally, I would like to ask for UN protection for all the names attached herewith.
Please let them have the rights to be protected from any harassment, insecurities of
their lives, properties, murder, any discrimination, or any threatening action from
juridical process. Please let them have the rights to be protected under a certain
circumstance until the real democracy returns back to Thailand and all military and
judicial powers have been limited.
With all the reasons above, 5,800 Thais of different occupations who seek
democracy and I, are writing to you and to ask you to forward this matter to the UNODC
Terrorism Prevention Branch and other related international counter‐terrorism such as
International Civil Aviation Organization, World’s Courts, International Criminal Court,

International Human Rights Organization to assist Thai people in punishing the
international terrorists and their supporters so that the same incident will not happen
again in other countries.
Please keep this letter as historical record, and kindly distribute it to
international community within United Nations.
