A model, mixed-use development featuring anew headquarters for the Maryland-NationalCapital Park and Planning Commission’sMontgomery County staff — while fosteringsmart growth, a variety of housing and retailoptions, and environmentally sensitive designwithin Silver Spring’s central business district.The project will:
Replace
the overcrowded, inefficientPark and Planning headquarters andconsolidate staff from several locations.
 
Provide
a mix of housing options, includ-ing condos and rental apartments.
Promote
smart growth with a forward-thinking urban design that's compatiblewith the neighborhood and an eight-minute walk from the proposed Silver Spring Transit Center.
 
Lower 
the public cost through a public /private partnership allowing M-NCPPCto use the value of the land to finance aportion of the project.

1998:
Commission acquires theparking lot next to theM-NCPPC’s Park and Planningheadquarters from the county ina land swap for the former Silver Spring Armory site.
2003
: Commission approvesthe “Consolidated HeadquartersStudy,” which justifies the needfor the new headquarters. Thestudy determined that a mini-mum 30% affordable / work-force housing would be requiredand that a public / private part-nership allowing mixed-usedevelopment of the MRO sitewas the best way to meet theagency’s multiple goals.
2004:
The County Councilappropriates $850,000 in theCapital Budget to fund planningstudies and the developer selection process.
2005
: M-NCPPC issues arequest for qualifications (RFQ)for SilverPlace. A multi-agencyevaluation committee choosesthree of seven developmentteams that responded as worthyof further consideration.M-NCPPC issues a request for proposals (RFP) to the threefinalist teams in June 2006.
January 2007:
Planning Boardapproves the recommendationsof a multi-agency evaluationcommittee to choose a develop-ment partner: SilverPlace, LLC(Bozzuto, Spaulding and SlyeInvestments, and HarrisonDevelopment).
February 2007:
Park and Plan-ning staff briefs the CountyCouncil on SilverPlace.

This summer, M-NCPPC will seek adesign appropriation from the CountyCouncil to provide funding for the initialdesign phase of the project.
Following a design appropriation,M-NCPPC and SilverPlace, LLC willbegin site surveys, and environmentaland traffic studies.
Several months after the design phasebegins, the team will submit a projectplan to the Planning Board for reviewduring public hearings.
Throughout the review process, theSilverPlace team will host more publicmeetings where the project architects,traffic engineers and landscape archi-tects will respond to questions from thecommunity.
After the Board approves the preliminarydesign and project plan, the team willseek a County Council appropriation for final design and construction.

July 5
, the Planning Board willreview a Memorandum of Understand-ing (MOU) with SilverPlace, LLC, aswell as a request for preliminary designfunding. The MOU will clarify parame-ters of the project. The public is wel-come to attend the Board meeting.

July 10
