Progress moves at a glacial pace here in the Commonwealth when it comes to publicrecords. For instance, it’s taken nearly three months and two follow-up requests to getthe Supervisor of Records, attorney Shawn Williams, to finally act on an appeal Isubmitted back in January.But Mr. Williams is finally doing something with respect to my request to viewWonderland’s management letters from 2007, 2008, 2009, and 2010.Here’s what’s very interesting: Williams has
ordered
the Town to provide him in-camera records so that he may inspect all four documents to determine if they shouldbe made public.However, the evidence strongly suggests that the Public Records Division has alreadyplayed a role in moving the Town to release the 2006 management letter back inNovember ’12, http://barrenews.wordpress.com/2012/12/07/public-records-flip-flop-and-the-forensic-audit/.

What’s changed?Is Williams protecting Barre Inc. or the public’s legal right to have access to these

 January 11, 2012
. To date the Town Administrator has ignored the request inviolation of the Public Records Law. Given the Town’s inaction I am asking you tocompel this Office to immediately make public the information for inspection.As I’ve stated to you in the past in a related matter when the Town initially declined myrequest to view the 2006 management letter from Melanson Heath & Co. citing theDeliberative Process Exemption (D), it only provides
limited executive privilege
for policydevelopment. Furthermore, the law states that purely
 factual matters
– like informationprovided in an audit - used in the development of government policy are
always subjectto disclosure
.These documents date back
more than five years
.A reminder, Mr. Williams, the Town has still not allowed me to view records referencedin the email below and I also cited this in my email to you dated
 January 16, 2013
. Thisis unacceptable.
The Town’s continued disregard of the Public Records Law and your inability tosolve this ongoing pattern of indifference is greatly troubling. As Supervisor ofRecords please do your job to the
 fullest extent 
prescribed by law to bring thesepublic officials into compliance.
