MINUTES OF THE TOWN OF NEWBOLD LAKES COMMITTEE FOR TUESDAY, October 16, 2012 Rt.

47 and Apperson Drive, Rhinelander, WI 54501 1. 2. 3. 4. Chairperson Scott Eshelman called the meeting to order at 5:30 pm. In attendance: J.R. Bartelt, Jeff Ewald, Connie Muckelberg and Bill Jaeger. The minutes of September 18, 2012 were approved as drafted with one date correction. The member lake associations reported as follows: a. Two Sisters Lake The Lake Association board has been exchanging emails regarding establishment of a web site. They decided to proceed and have committed to a contractor to proceed on design. The contractor for the lake management plan continues work on the final report. There was recent email activity on goals for the plan. b. Lake Mildred/Clear Lake The loon nesting site buoys presently warn do not enter which is not allowed by the Wisconsin State Constitution. The association is working with the DNR to correct the wording. The association has made a decision to continue with a five member board of directors. A draft implementation plan was received from the contractor hired to complete the lake management plan. The drought continues with the lake level dropping 22 inches since July 4th. c. Flannery/Velvet Lake The final report for the August lake plant survey has been received. The report is 96 pages long and documents 33 species in the lake. Only 11 species were reported in the 2007 survey. The bothersome purple bladderwort seems to be less common and no non-native species were found. The association is very happy with the work done by the contractor. d. Pickerel Lake Pickerel Lake has volunteers that survey aquatic plants by diving. The divers found no non-native aquatic species again this year. e. Tom Doyle Lake No one from the lake association was present to report but Scott relayed that the association has asked the Newbold Town Board to cancel the hearing on their proposed boating ordinance. The association has decided to continue to try for voluntary compliance with courtesy guidelines. 5. The AIS Grant request submitted by the Lake Committee was not funded by the DNR. The Committee decided we would like to continue with the less expensive black and white version to be inserted with property tax bills. 6. Scott has learned there is an agreement between Wisconsin Valley Improvement Company and the Federal Energy Regulatory Commission on aquatic invasive management for the Rainbow Flowage. He has done some searching for a copy of the agreement but hasnt yet located one. 7. There was no discussion on strategies for compliance with waterway usage rules. The invited Oneida County Recreation Officers have not responded to Scotts request to meet with the Lakes Committee. 8. Discussion on encouraging additional lake associations in Newbold Township was continued from the last meeting. Scott has learned that Muskellunge Lake property owners have some concerns with inconsiderate operation of personal watercraft and there has been interest in the Bass Lake area on use of golf carts on Town roads. The committee may want to consider door to door canvassing of lakeshore home owners to find leaders to form lake associations. It was pointed out that most lake associations are formed because of mutual concern over a particular problem. The Lakes Committee is interested in generating awareness of lake associations through local public forums such as news media.

9. Administrative matters. Connie noted there are quite a few complaints on poor fishing in Lake Mildred and wondered if fishing is an issue for the Lakes Committee. Other Committee members reported having good discussions with the local DNR fishery manager. The next regular Newbold Lakes Committee meeting will be November 20, 2012 at 5:30 pm. 10. Public comment.
