    Even though the Apex of the lung receives the least ventilation, it is still too high for the very high blood flow. Therefore, the apex can be considered overventilated Even though the Base of the Lung receives the greatest ventilation, it is not high enough for the very high blood flow. Therefore, the base can be considered underventilated.
