2009 ASSEMBLY JOINT RESOLUTION
To create
section 14 of article XIII of the constitution;
relating to:
secret ballot foremployee representation elections.
EXPLANATION OF PROPOSAL
 
This proposed constitutional amendment, proposed to the 2009 legislature onfirst consideration, requires that elections for designation or authorization of employee representation in collective bargaining shall be by secret ballot.A proposed constitutional amendment requires adoption by two successivelegislatures, and ratification by the people, before it can become effective.
 Resolved by the assembly, the senate concurring, That:

ECTION
1.
Section 14 of article XIII of the constitution is created to read:[Article XIII] Section 14. When elections for designation or authorization foremployee representation in collective bargaining are required by law, the electionshall be by secret ballot.

2. Numbering of new provision.
