The Ontario Chamber o Commerce (OCC) and the Certied General Accountants o Ontario(CGA Ontario) are prooundl optimistic that the proince o Ontario has all the assets to prosper inthe global econom.Howeer, Ontario aces some important challenges that require all o us to work together. This is thespirit o the enclosed paper. Our two organiations hae joined together to propose ideas on how wemight address two signicant barriers to our uture prosperit.The rst barrier is scal—a $ billion decit, a rising debt-to-GDP ratio o nearl 0 percent, and thesecond highest non-soereign debt in the western world.The second is a rising demand or serices as the public ages, workorce shrinks and the econom,oerall, restructures.Something has to gie. Clearl, Ontario cannot continue on its current path or it will nd itseldrowning in debt.To ease the scal challenge and respond to citien expectations, goernment must transorm itseland adopt new serice delier models.Alternatie serice delier (ASD) oers a promising means to either lower or contain costs andimproe serice delier across man, but not all, public serices.The motie here is not ideological. Our members alue public serices but want to ensure thatgoernment retains the resources and the capacit to meet uture demands so that Ontario canemerge stronger rom this period o economic transition.We strongl beliee that gien the proince’s scal constraints, the status quo is not an option. Now isthe time or transormation.We do not expect eerone to agree with our conclusions. Howeer, we do hope that this paperhelps steer a principled conersation about the uture o goernment in this proince.We look orward to a continuation o the dialogue.
