The Ontario Chamber o Commerce (OCC) and the Certied General Accountants o Ontario(CGA Ontario) are prooundl optimistic that the proince o Ontario has all the assets to prosper inthe global econom.Howeer, Ontario aces some important challenges that require all o us to work together. This is thespirit o the enclosed paper. Our two organiations hae joined together to propose ideas on how wemight address two signicant barriers to our uture prosperit.The rst barrier is scal—a $ billion decit, a rising debt-to-GDP ratio o nearl 0 percent, and thesecond highest non-soereign debt in the western world.The second is a rising demand or serices as the public ages, workorce shrinks and the econom,oerall, restructures.Something has to gie. Clearl, Ontario cannot continue on its current path or it will nd itseldrowning in debt.To ease the scal challenge and respond to citien expectations, goernment must transorm itseland adopt new serice delier models.Alternatie serice delier (ASD) oers a promising means to either lower or contain costs andimproe serice delier across man, but not all, public serices.The motie here is not ideological. Our members alue public serices but want to ensure thatgoernment retains the resources and the capacit to meet uture demands so that Ontario canemerge stronger rom this period o economic transition.We strongl beliee that gien the proince’s scal constraints, the status quo is not an option. Now isthe time or transormation.We do not expect eerone to agree with our conclusions. Howeer, we do hope that this paperhelps steer a principled conersation about the uture o goernment in this proince.We look orward to a continuation o the dialogue.
