Minimum floor loading to be 100 pounds per square foot live load to accommodate large tracked filing systems. The City should be asked if the minimum floor loading of 100 pounds per square foot live load is applicable to filing areas only or if 100 psf loading is required over the entire floor area. The way it is presented leaves some room for interpretation. ANSWER: The entire area. The issue of floor loading associated with filing areas is a part of the interior design process as for example, a number of work units within the City utilize TAB's Twinfile systems in different configurations (single or multiple units) depending upon existing floor loading capacity; they impose a load of 160 lbs/ft^2 thus are located in specific areas on the floor where it has been determined to be capable of handling the load. Only one tracked system is in use by the City at present and its work unit is not part of the initial complement associated with this NRFP.
2.3 QUESTION: Upon review of the City of Edmonton RFP No. 918593, it indicates the desired term to be An initial Lease Term of up to twenty (20) years commencing on or about January 1, 2016. How critical is this lease commencement date? If it was a full year later would that be problematic? As it is not possible to construct an office tower as desired on or about January 1, 2016 it seems as though this RFP is destined for existing buildings only. Is this in fact the case? ANSWER: Proposals will be considered for both existing and new buildings. On or about January 1, 2016 represents the desired date upon which the City of Edmonton wishes the Term of the lease to commence. Section 5 subsection 4h) addresses this issue requesting proponents to "Describe and provide a proposed schedule demonstrating the earliest possible occupancy date for the Building".

2.4 QUESTION: Section 1. Heating, Ventilation, Air Conditioning States that external walls are to be well insulated. What is the definition of well insulated?
ANSWER: The Minimum Base Building Standards were provided as information. As part of the Response Requirements, Proponents are expected to describe their building which in turn will assist the City in determining the quality of building infrastructure and the City's tenant improvement scope of work and associated costs. "Well insulated" - generally speaking as per the building code requirements and/or in the case of a new building, whatever design criteria it is built to. There is an ongoing maintenance matter associated with this question should for example a building envelope issue arise during the term of the lease.
2.5 QUESTION: Section 3. Electrical Both sentences state that Workstations or Offices shall be serviced by two separate circuits and two duplex outlets. Is the Landlord to provide the circuits and outlets or just provide an electrical panel with the capacity for the circuits and outlets to be installed by the Tenant? ANSWER: "circuits" - the base building and individual floor electrical panel capacities are being discussed here. Within the Response Requirements section of the NRFP is a question requesting this information. The reference within the Minimum Base Building Standards is a general comment and does not describe general design practice and electrical code matters such as sharing of circuits.
2.6 QUESTION: Section 5. Computer & Telephone This entire section needs clarification. Normally the Landlord provides empty conduit Risers running up the building in the electrical rooms. The Tenants are usually responsible to have their preferred service providers pull in phone, data, and fibre optic cables to suit their requirements. It is not usual for the Landlord to install cabling in the risers for the Tenant to use. The section also stipulates that Cable routes in ceilings are to have 50% spare capacity and horizontal distribution must be in conduit or cable

trays. Is the Landlord to provide the distribution conduit, cable trays, and cabling throughout the floors? The distribution conduit, cable tray, and cabling is normally done by the Tenant. ANSWER: "Computer & Telephone" - the City as part of its tenant improvements will include both vertical (riser - WAN fibre optic) and horizontal (LAN, telecom, ...) wiring within its scope of work. The question deals with the method of distribution and capacity whose answer will vary considerably between an existing or a proposed new building; it all depends what the Landlord is proposing.
