1.0.1.1Preamble
1.0.1.1We, the Senate for Student Academic Affairs, act for and on behalf of theuniversity’s associated student body with respect to all academic mattersand issues related to the intellectual mission of the university. The Senatefor Student Academic Affairs is dedicated to advocating for qualityacademic programs and opportunities in helping to maintain CentralWashington University’s core values, rooted first and foremost in “eachstudent’s greatest good.” We will serve as the primary means by whichstudent collectively share in the academic governance of CWU by providing student voices towards the university’s academic environmentand by providing experiential learning funding.
1.0.2.0Name
1-0.2.1The name of this organization shall be the Associated Students of CentralWashington University (ASCWU) Senate for Student Academic Affairs.Hereinafter, it will be referred to as the SAS.1.1.0MEMBERSHIP
1.1.1.0Eligibility
1-1.1.1Voting members of the SAS shall be comprised of all academicdepartments who have a student department leader, also known as asenator, which are granted recognition through the Associated Students of Central Washington University – Board of Directors (ASCWU – BOD)and SAS. All voting members must be in good academic standing andhave declared their major in a recognized academic department of CentralWashington University for at least one quarter excluding summer quarter.1.1.1.2Non-voting members should consist of the Executive Board as listed inSection 1-3.4.0 this constitution as well as every student in an academicdepartment of the senate that is a declared major and enrolled in at leastone credit through the university. The faculty representative nominated bythe university’s Faculty Senate and selected by the SAS Executive Boardwill be a non-voting member as well.
1.1.2.0Non-discrimination
 
1.1.2.1The Senate will not discriminate in its membership on the basis of race,age, sexual orientation, gender, national origin, physical disability, or marital status.
1.1.3.0Attendance
1-1.3.1The Chairperson, Executive Board, and Senators must attend generalmeetings. If a senator of an academic department misses two of thegeneral meetings in a single quarter, that academic department shall becalled before the Executive board within two weeks time to defend their membership status but this meeting does not imply that the department isin good standing. Membership shall be suspended for thirty days or untilany member brings a motion to the table to reinstate that department tofull membership status.1.1.3.2The Chairperson and Executive Board must attend executive meetings prior to and after the general meetings each month during every academicquarter. If an executive board member misses more than three executivemeetings in a single quarter, that executive member will be removed fromthe board.
1.1.4.0Status and Recognition
1-1.4.1Suspension of membership status shall consist of the freezing of thatdepartment’s eligibility until it is reinstated into active membership.Failure to be reinstated into an active member shall result in revoking thatacademic department’s membership. Suspension of membership statusshall include suspension of any student from that academic department torequest experiential learning funding from the S&A budget andsuspension of membership in the SAS.1.1.4.2Academic departments’ members who have lost status in the SAS maygain re-admittance by petitioning the SAS and the ASCWU Board of Directors after one full academic quarter. The petition will describes whatmeasures the department has taken to correct infractions that led to their dismissal. The SAS may vote to recommend re-admittance to the SAS of any academic department that has lost membership status. Finaldetermination of re-admittance is determined by the majority vote of recognized member academic departments of the ASCWU B oar of Directors.1.1.4.3Membership in the SAS will extend form fall quarter through summer quarter.
 
A.)Member academic departments must be re-recognized through havinga designated senator every spring quarter in order to sustain a votingmembership for the following year.B.)If a member academic department fails to be re-recognized, thatdepartment will hold a non-voting position on the SAS until such timeas they can be recognized through a senator.C.)Re-recognition will consist of having a senator that has completed allthe necessary requirements through the application process as stated inTitle III Article I of by-laws.1.2.0MEMBER ACADEMIC DEPARTMENTS
1.2.1.0Rights and Responsibilities
1-2.1.1Every member of an academic department shall have access to CentralWashington University facilities if such facilities are offered. In thisdocument, in compliance with the Washington Administrative Code,“facilities” does not include Washington state motor pool. These rightsmay be revoked pending a decision outlined in Title III Article II of by-laws.
1.2.2.0Referential Input
1-2.2.1The SAS may, with a two-thirds affirmative vote, pass statements of declaration and/or motions of intent to the ASCWU Board of Directors.1.2.2.2Such actions require the ASCWU Board of Directors to consider themotion within two weeks of passing through the ASCWU Senate of Academic Student Affairs.
1.2.3.0Recognition Process
1-2.3.1Academic department members must be re-recognized every academicschool year.A.) Academic departments can start the recognition process thefirst week of spring quarter for the following academic schoolyear.1-2.3.2A SAS recognized academic department must also be a CentralWashington University recognized academic department.1-2.3.3A SAS recognized academic department must have a designated studentdepartment leader, also known as a senator, which has completed thesenator application process.
