Today’s headlines suggest that our economy in on “lifesupport” and that it will take a small miracle to avert a full-fledged recession or worse. From my perspective, thiscloudy U.S. economic downturn is producing a multi-billionsilver-lining for SDVOSB (Service Disabled Veteran OwnedSmall Business).First, I am always being asked, why is our stock trading at$0.05 cents, or why is it $0.11 cents? The questions is“What makes our stock go up one day, and down the next?”Why is it that when you put out a news release the stockgoes down? Why isn’t our stock trading at $0.50 cents, or a$1.00, or $2.00? The simple answer to all the above, is, Idon’t know. Please hang with me for a minute while I makemy existential business case.Econ 101: The fact is that Market share that is capturedduring a declining economic market represents real marketshare. This is important to repeat, Market share that iscaptured during a declining economic market representsreal market share.Federal, State, City, and County contracts that areassociated with the country’s core functional needs torepresent a safe/dependable revenue source in an unstablemarket. There is no net new federal contracting growth in adeclining economy (i.e. numerous non-core programsbecome authorized but unfunded). Therefore, if there is aspending deficit within our small business vendor class, wehave an opportunity to capture real market-share in thiseconomic environment and that is an advantage.Now for the rest of the story . . .

ABC is a certified Service-Disabled Veteran-Owned Small Business(SDVOB) that meets the Federal-mandated3% minority spending requirements. Similarmandated spending requirements havebeen adopted by most states and vary from3% to 20% in mandated spendingrequirements. Additionally, many privatesector companies have targeted goals forsuppliers. Any one using federal funds isrequired to use there best efforts to locateand offer the opportunity to bid on theproject involved, using an SDVOB companyas long as the SDVOB company canprovide the necessary service, materials,and/or training required by the contract tobe bid.

Given the history of performance against the SDVOSB spendinggoals, we understand that the foregoing points may keepprofessional skepticism at a minimum. Allow me to demonstratehow the stars have aligned to support these assertions; Smallbusiness recertification has increased both agency and primecontractor demand for competent small business vendors suchas an SDVOSB. Socio-economic parity has pushed the set-aside opportunity for SDVOSBs to a historically high level ofpriority. Agencies are embracing forward-looking strategies tocounter the effect of contract bundling on the small businesscommunity. The VA is now implementing the requirements ofthe Veterans Benefits, Health Care, & Information TechnologyAct of 2006, and PL 106-50, and still many agencies have notfulfilled their full potential of 3% of required funding.Question:

HUNTINGTON BEACH, Calif.--(BUSINESS WIRE)--Bio-Clean International, Inc.(Pink Sheets: BCLE - News) announced today that its affiliated entity, American Bio-Clean Corporation (ABC), has fulfilled a shipment of weapons cleaning solution for theDefense Logistics Agency.The Defense Logistics Agency (DLA) supplies the nation’s military services and severalcivilian agencies with the critical resources they need to accomplish their worldwidemissions. DLA provides wide-ranging logistical support for peacetime and wartimeoperations, as well as emergency preparedness and humanitarian missions.
