To date neither the MA Department of Public Health, the Attorney General's Office or the Town of Wonderland 01005 has provided a shred of legal proof affirming the "unique" partnership of between the BARRE EMERGENCY & RESCUE SQUAD INC. and Wonderland is legit.

The OEMS and Barre Police Dept. have an opportunity to do just that . . .

 The Barre Police Department which according to former auditing firm Melanson Heath & Co. inits 2006 management letter to the Town of Barre has controlled the accounts receivables of theBarre Emergency & Rescue Squad – from the beginning. According to MH& Co., a third partycollection agency “
receives payments from customers and forwards them to the Town’s PoliceDepartment along with reports which detail amounts billed, collected, written off or adjusted, andoutstanding balances due

Our audit of the billing cycle for the ambulance services continues to reveal the following weaknesses
…”(see: http://www.scribd.com/doc/117531534/Material-Weaknesses-Abound-Barre-s-Finances-a-MESS )In fact, a
Worcester Telegram & Gazette
reporter in 2006 even identified Wonderland’s Chief ofPolice as the
department head of the ambulance squad
”.Outsiders, do read this insightful bit of journalism:

Combining the fire and ambulance services would
drive a wedge
between the “departments”?Reviewing police operations was
harshly criticized
by 60 residents . . .I wonder why?A number of months ago I had a chance encounter with Dr. Samuel Pickens who’s a longtimeboard member for the Barre Emergency & Rescue Squad Inc. and officer of the private,nonprofit. In our discussion of the “Service” he would describe the financial arrangement as

“murky” claiming the organization has
nothing
to do with the money and suggested I contactthe Police Department and have the Chief explain.Well, today I finally got around to it:From: craig shibley [mailto:shibley@charter.net]Sent: Monday,

Chief:Please forward these records electronically as they already exist in this format. Additionally, I have a few questions with respect to Box 201 at 40 West Street and the Barre Emergency& Rescue Squad Inc./ Barre EMS/ Barre Ambulance Service. Though the following isn't a formal recordsrequest, I would hope in the spirit of transparency and openness you can provide some answers given the fact various public records confirm the Barre Police Department's direct ties to the "Service" - bothoperationally and financially.
1
. Who in the BPD has access to Box 201?;
 2
. How can the BPD claim the ambulance receipts after being forwarded from a third party collectionagency?;
3
. Who is - and has been in the past - the BPD's bookkeeper of these receipts?
 4.
Who are these receivables made out to - i.e. Chief of Police , aka Ambulance Department Head, Town of Barre ... etc?
5
. What formal, legal agreement exists (or did exist) allowing the private, nonprofit BEARS not to claimits service program revenue but rather the BPD?I thank you for your anticipated cooperation.Very truly yours,Craig Shibley
I even sent a follow-up to the Office of Emergency Medical Services asking someone at the MADepartment of Health to explain what is the Barre Ambulance Service, Wonderland’s currentEMS service provider:
