LACK OF PREVENTIVE FLOOD MANAGEMENT CAN CAUSE MAJORECONOMIC LOSSES
 
Worldwide flood disasters have significantly increased in number in recent years.This may partly be due to a changing climate. However, two other factors play asignificant role in this increase:
 
the growing utilisation of flood plains
 
a reduction in the natural retention capacity of catchments
 
Losses cannot be avoided when major floods occur. However, flood preparednesscan help to considerably reduce flood damage and the number of lives lost. Floodmanagement planning in particular, provides an opportunity to minimise the impactsof flood events. Moreover, this can be done at a relatively low economic andenvironmental cost.
SOLUTIONS FOR THE IMPLEMENTATION OF THE EU FLOOD DIRECTIVE
 
Floods pose several risks to human health, the environment, infrastructure, culturalheritage and economic activity. The EU Flood Directive (FD 2007/60/EC) aims toreduce and manage these risks. The Directive requires Member States to first carryout a preliminary assessment until the end of 2011. This must be followed by anupdate every six years (starting from 2018). The objective of this is to identify theriver basins and associated coastal areas at risk of flooding. For such zones, theywould then need to draw up flood risk maps by 2013 and establish flood riskmanagement plans. The latter would focus on prevention, protection andpreparedness by 2015.
