FEMA Transition Binder Preamble |

This document, the FEMA 2009 Presidential Transition Binder, consisting of six tabs as describedbelow, is intended to serve as a reference for FEMA leadership and employees to help orient themto its organizational structure, programs, resources, stakeholders, and operations.
Tab 1 includes an introductory description of the New FEMA, an initiative begun following the Post-KatrinaEmergency Management Reform Act (PKEMRA) of 2006. In this tab one will find an overview of the NewFEMA, lessons learned, and on overview of emergency management.Tab 2 provides an overview of each FEMA directorate and office. Generally, each FEMA office’s ordirectorate’s section follows a singular format: the organizational structure, an overview, mission criticalfunctions, and essential improvements.The ‘Mission Critical Functions’ are not inclusive of every mission essential function, but generally includesignificant activities that FEMA has a responsibility to perform in a timely manner, to safeguard life orproperty, maintain essential government operations, or coordinate intergovernmental or interagencyoperations. Additionally, the ‘Major Program Improvements’ generally include initiatives taking placeduring the transition period that involve significant capability building, functional or organizationalrestructuring, or system upgrades requiring continued investment.Tab 3 focuses on FEMA’s ten Regional Offices as a core tenet of FEMA. The section includes their rolesand responsibilities, disaster operations, coordination, communications, and resources.Tab 4 concentrates on the DHS and FEMA budget processes and how the two are related. An overview of the Fiscal Year 2009 (FY09) budget is provided, including a resource breakdown by Agency appropriationrequests and executions. An introduction to disaster funding is also provided.Tab 5 provides an overview of the state of FEMA’s people, locations, leases, and systems.Tab 6 explains the critical role of external coordination. This highlights how FEMA utilizes a collaborativeprocess to develop and execute communications plans that incorporate program and support offices,Regional Offices, and the Office of External Affairs.
