Inclusion/Exclusion Criteria
The selected states and schools for this study are limited to the full-time, public elementary and secondary virtual public schools in the nation-- the ones operated by for-profit EMOs as well as virtual schools managed by states or districts. Full-time virtual schools included in the study are those schools that have been fully operational since the 2011-12 academic year. Schools that opened for the 2012-13 school year are excluded due to the lack of up-to-date, reliable, and comprehensive school-level information. Full-time virtual schools that operate privately and are funded by private money such as tuition are excluded. Also excluded are schools offering a combination of fully online virtual programs (delivered primarily via the Internet), hybrid/blended programs and a supplemental program that offers individual online courses as part of a brick-and-mortar school, unless it is possible to tease out such data for the full-time virtual school component. To help build our inventory of full-time virtual schools by state, this report draws on two publications notable for providing information on K-12 online schools nationally and related series of profiles of education management companies : Keeping Pace With K 12 Online and Blended Learning: A Guide to Policy and Practice (Watson, Murin, Vashaw, Gemin, & Rapp, 2012) published each fall by the Evergreen Education Group and Profiles of For-Profit and Nonprofit Education Management Organizations: Thirteenth Annual Report 2010-2011 (Miron, Urschel, Aguilar, & Dailey, 2012) released by the National Education Policy Center. Other criteria for the study include: a) The name of the school that can be linked to a unique school ID code assigned by the National Center for Education Statistics (NCES). NCES created the code as a common identifier for all schools in the country because each state education department uses a unique coding structure to identify schools within their state. Evidence that the entity is a school rather than a program is provided by the NCES ID number. b) A unique building or a school ID code assigned by the states education agencies is another data validation method for relatively new schools (those opening in 2011 or later). c) A school that reported at least one student enrolled during the 2011-12 school year. d) A report card that provided descriptive information and school performance information on the school. Full-time virtual schools adhere to the same accountability measures and administer the same state assessments required by brick-and-mortar schools.

Based on the above inclusion and exclusion criteria, full-time virtual schools operated in 27 states and the District of Columbia in the 2011-12 school year. Below we include notes that address background information and emerging trends for some of the states included in the study. Alaska: Alaska is home to four fully online, full-time virtual schools: Alaska Virtual Academy, Delta Cyber School, Fairbanks B.E.S.T., and Fast Track Virtual. The Alaska Virtual Academy is the only existing online charter school system across the state. Another full-time online charter school, the Delta Cyber School, was shut down at the end of 2011-12. Fairbanks B.E.S.T. and Fast Track Virtual are district-led online schools (also known as correspondence programs) that offer a variety of full-time and part-time options to students, such as home-schooled-students, students who are behind on credits needed for graduation, or those interested in taking required classes online. Arkansas: The elementary and middle schools of Arkansas Virtual Academy are two different schools, each with its own FTE teachers and enrolled students. Both schools are managed by K12 Inc.

Arizona: The state's accountability requirements for all public schools include an annual report card of each school developed by the state department of education. The identification of Arizonas 29 full -time virtual schools is taken from the report card, the annual report of the Arizona Superintendent of Public Instruction and other related documents. California: The expansion of virtual schools in California is primarily driven by a network of EMO-managed charter schools affiliated with K12 Inc., as well as schools affiliated with Connections Academy, Kaplan Virtual Education, Mosaica Education, and Insight Schools. Colorado: Colorados 33 full-time virtual schools are categorized into three groups: a) multi-district online charter schools; b) multi-district online schools; and c) single district online schools. Multi-district online charter schools and multi-district online schools serve a student population drawn from two or more school districts. Single-district online schools serve students who reside within the authorizing district. Colorado Department of Education (CDE)'s newly-created Office of Online and Blended Learning offer a rich repository of full-time virtual schools information. District of Columbia: The Community Academy Public Charter School-Online is the only full-time virtual school. Florida: In Florida, two school numbers (7001 and 7006) are designated for full time virtual education options. School number 7001 is reserved for provider-operated, fully online virtual schools that operate as franchises of local school districts. The two largest approved private providers are K12 Inc. and Connections Academy. In addition, districts have a number of options to offer to virtual instructional programs at every school. Schools with school number 7006 designation are allowed to offer full-time virtual programs under the district umbrella or through the state-led Florida Virtual School's full time (FLVS FT). School districts may also choose to contract with FLVS FT to provide full time virtual instruction. Virtual school options for all students in the state operate under FLVS FT in grades K-8 and grades 9-12. In 2008, Connections Academy partnered with FLVS to become FLVS FT. Connections Academy only has accountability for K-8 as a Florida approved virtual education provider, while FLVS FT has accountability for 9-12. Georgia: Two of four full-time virtual schools are affiliated with for-profit management companies. Georgia Cyber Academy, part of K12 Inc., is the only statewide online school and the largest virtual school provider with an enrollment of more than 10,000 in the 2011-12 school year. Another large-sized EMO, Connections Academy, operates Georgia Connections Academy which opened in fall 2011 with about 600 students. Idaho 8 full-time virtual schools enrolled 5,764 students in SY 2011-12. A total of 2,931 students (50% enrollment share) are matriculated at Idaho Virtual Academy, a school operated by K12 Inc. Illinois: The Chicago Virtual Charter School is the only full-time virtual school in the state. New Hampshire: Virtual Learning Academy Charter School (VLACS) is New Hampshire's first statewide online virtual public school. Nevada: All full-time virtual instruction, except one (Washoe Online Learning for the Future), are operated as charter schools. Nevadas 12 full-time virtual schools serve a combined 8,798 students in SY 2011-12. Ohio: Ohio students have access to full time virtual schools primarily through eCommunity schools. An eCommunity school is a charter school that operates entirely online and which students attend on a full-time basis. Students are served statewide or within local school districts. Pennsylvania: 32,552 students attend one of the state's 13 full-time virtual schools. The full-time, online public school option for PA students statewide are offered primarily through cyber charter schools.

Tennessee: In May 2011, the Tennessee General Assembly approved a law allowing local school districts to operate full-time virtual instruction program as standalone public schools with for-profit management companies. Currently, the state's two full time virtual schools-- Tennessee Virtual Academy and MNPS Virtual School--- are run by K12 Inc. for Union County Public Schools and Metropolitan Nashville Public Schools, respectively. Texas: Four schools are currently authorized by Texas Education Agency (TEA) to deliver all of a student's instruction in an online environment through Full-time Online Virtual Schools (or TxVSN Online Schools Network). The schools offer students in grades 3 12 full-time enrollment by approved school districts and open-enrollment charter schools.

School Performance Data 2011-12 State Rating Like brick-and-mortal schools, full-time virtual schools are evaluated annually for Adequate Yearly Progress (AYP). The AYP definition is based on expectations for growth in student achievement. The performance standards must increase over time until they reach 100 percent in 201314. AYP is thus obtained for full-time virtual schools. The AYP rating takes into account the following components: state reading and mathematics assessment results; state reading and mathematics assessment participation rates; attendance rates for elementary and middle schools; and graduation rates for secondary schools. Only a handful of states have successfully obtained waivers of the current AYP calculations and performance targets in order to focus on robust accountability systems that meet the intent and purposes of the ESEA statute. These states are Colorado, Florida, Georgia, Indiana, Massachusetts, Minnesota, New Jersey, Oklahoma and Tennessee. The resulting rating obtained from these states reflects the new accountability system. Beginning in the 2011-12 school year, all Florida virtual schools have successfully obtained a waiver of the AYP targets. It should be noted, however, that state rating categories vary considerably. Some assign a letter grade or calculate a composite performance index score for overall academic performance, while others specify which schools are needing improvement, corrective action or restructuring because they are not making the required progress. Often, state ratings are based on the use of multiple measures, with some states like Ohio deriving their ratings based on state indicators, performance index score, AYP, and value-added measure. State Rating Based on a full-time virtual school's performance on AYP or new state accountability system created through NCLB waivers, a full-time virtual school is assigned one of three possible rankings: Academically Acceptable (the highest possible ranking), Academically Unacceptable (the lowest possible ranking), and in rare instances, the category Not Rated is used. Graduation rate Individual school graduation rates are obtained from state education agencies and key state contacts. This report adopts the most widely-used measure of school grade point for the high school graduation rate, namely, "On Time Graduation Rate." This measure is based on a count of students who enter the system, and follows those students' progress in school. Thus, "on-time graduates" are graduates who earn diplomas within four years of the first time they entered the 9th grade. The total possible points that can be awarded for the graduation rate component is 100 points. Other Variables Enrollment: The enrollment figures are collected according to grade, gender, and racial/ethnic group. This variable provides a measure of school size (i.e. the number of students enrolled), the school's grade organization, and its racial/ethnic composition.
