I. Background
On the evening of 13 September 2008, Delhi was rocked by blasts. Inall, five bombs went off within the span of thirty minutes, between6:00 pm to 6:30 pm. Two of them in the heart of Delhi in ConnaughtPlace, two at the upscale Greater Kailash M-Block market in southDelhi, and one, the most damaging one, in the crowded GhaffarMarket in Karol Bagh. Three unexploded bombs were found latertaking the total number of bombs to 8. The first was found near IndiaGate inside a dustbin at the Children's Park and one was defused atRegal Cinema Hall which was lying on the road, while another one wasfound at Central Park, again inside a dustbin. The responsibility forthe blasts was claimed by an outfit called the Indian Mujahiedeen in anemail.Almost immediately, Jamia Nagar, a locality in South-east Delhi, hometo over 5 lakhs Muslims became the target of suspicion. On 19 September 2008, in an armed operation conducted by theSpecial Cell of the Delhi Police, Flat number 108, in the building L-18in Batla House area of Jamia Nagar was raided. In the ensuingoperation, two alleged terrorists, Atif Amin and Sajid, were shot deadby the police. Mohan Chand Sharma, an inspector of the DelhiPolice's Special Cell, was injured and later succumbed to his injuries inthe Holy Family hospital. A third flat mate, Md. Saif, was arrested
