INTRODUCTION
The Ministry of Education sees ICT as a means, not an end in itself. As such, allEfforts are concentrated on developing new media as tools in the service of richer Curricula, enhanced pedagogies, more effective organizational structures in schools,Stronger links between schools and society, and the empowerment of disenfranchisedLearners.Te web provides an alternative to the traditional classroom in the deliveryeducation. A number of changes in educational theory and practice, in particular theories about what it means to ‘know a language’ and what the relative roles of teachers and students are make it an especially important new educational resource.Changes in the new world of communication also, make it necessary for the web tobecome an important component of the educational matrix.The concept of ICT in education is seen as a system that enables informationgathering, management, manipulation, access, and communication in various forms. Inline with this, the Ministry of Education of Malaysia has formulated three main policiesrelated to ICT in education.

ICT is for all students. ICT is used as an enabler to reduce the digital gapbetween the schools.

ICT is used as a teaching and learning tool, as part of a subject, and as a subjectitself.
•
ICT is to be used to increase efficiency, productivity, and effectiveness of themanagement system.
