SafeZone is a key example of a road safety solution developed by us in consultation with our customers to maximise road safety whilst improving traffic flow and reducing CO2 emissions and congestion. SafeZone - An overview SafeZone reduces vehicle speeds and improves road safety. Through cities, towns, villages, on urban and inter-urban roads, past schools and through roadworks. SafeZone is an average speed enforcement system based on industryleading automatic number plate recognition (ANPR) technology, and has now been formally accepted for Home Office approval. SafeZone has been designed to increase the number of deployment options that are currently available through existing average speed systems, whilst significantly reducing the required number of cameras and supporting infrastructure. SafeZone can be installed in residential areas with minimum impact on the local environment and at significantly lower cost than fixed camera systems, whilst retaining all the proven road safety benefits of average speed enforcement systems.

How does SafeZone work? By identifying all vehicles as they enter an enforcement zone, SafeZone calculates average speed over a measured distance travelled within the zone, ensuring high compliance and smoother traffic flow. Evidential records are only created for vehicles that exceed the speed limit and are sent remotely to the back-office in-station for processing through 3G or fixed communications networks. SafeZone can provide enforcement between 20mph and 140 mph. It supports multi-lane and multi-entry/exit points, ensuring customers can use the system for all types of urban, rural, highway or motorway average speed enforcement programmes. Replacing legacy wet-film cameras, the system can be deployed with a minimum of seventyfive metres between camera out-stations - a practical approach to enforcing 20mph zones, through villages and safety-critical areas, such as schools, hospitals and roadworks. SafeZone in practice Working with Springdale School in Dorset, Siemens developed a nonenforced trial with the full support of the local community, parents, local residents, Borough of Poole, Dorset County Council and Dorset Road Safe. Prior to implementation, an independent survey measured an average of 64 vehicles per hour travelling above 40mph past the school during peak hours. This decreased to 16 vehicles per hour as a result of the programme. The solution cut speeding by 75%. The success of the trial was reported in local and national press and regional TV. 93% of parents agreed that the SafeZone trial was beneficial and 95% agreed that involving the children in the project was a good thing.

The key components of SafeZone n Automatic Number Plate Recognition outstation - a high security cabinet containing a tamper and environmental monitoring unit, ancillary services and ANPR cameras for capturing vehicle data.
n Evidence Retrieval and Control Unit

(ERCU) collects passage data, checks for speed violations across a link and produces encrypted Violation Records when a speed violation is detected. Furthermore, the ERCU will also manage ANPR outstations and collect diagnostic data.
