 NOW COMES, Scott Huminski ("Huminski"), and cites supplemental authorities fromthe Congressional Research Service as submitted to

as follows:Federal criminal statutes are not actionable in this matter, however, they are instructive inanalyzing the conduct of law enforcement, their attorneys, witnesses and other governmentactors concerning equitable, ethical, contempt, bad faith and public policy factors related to thiscase.The record shows that it is beyond dispute that the closest friend of Sheriff JosephArpaio, Justin M. Nelson, urged the City of Surprise to issue an order to obstruct a State civilmatter which subsequently obstructed this federal action. Had it not been for the police order issued under the Arizona harassment statute, AZ Rev. Stat. § 13-2921, Justin M. Nelson wouldhave been named by the plaintiff as a defendant in the instant matter and Huminski would havecompleted the State Court litigation against Mr. Nelson. Huminski was forced to abandon theState Court litigation to obey the police communications issued pursuant to AZ Rev. Stat. § 13-2921, an unconstitutional statute which clearly criminalizes civil litigation on its face.Subsequent to the initial courthouse/litigation banishment, the Surprise Police, Justin M. Nelson, Surprise government officials, an expert witness and counsel for the City of Surprisehave engaged in a conspiracy to defend the obstruction of justice and make the obstruction permanent and perpetual. A myriad of federal criminal obstruction statutes are relevant.

Obstruction of Justice: an Overview of Some of the Federal Statutes that Prohibit  Interference with Judicial, Executive,or Legislative Activities
(12/27/2007), RL34303,detailing the criminal statutes that are applicable to the misconduct of law enforcement,government officials, defense attorneys, Justin M. Nelson, and expert witnesses that participatedfor the defense in this matter. Defense of this matter has prevented an injunction againstenforcement of the constitutionally infirm Arizona harassment statute thereby obstructinglitigation during the pendency of this case and, if successful, the aforementioned participants for the defense will achieve obstruction of justice in perpetuity.The defendants

acknowledge that AZ Rev. Stat. § 13-2921 is constitutionallyinfirm, vague and overbroad (defendants
