SUMMARY
:
The Cooperative StateResearch, Education, and ExtensionService (CSREES) announces theavailability of grant funds and requestsproposals for the Special ResearchGrants Program, Citrus TristezaResearch for fiscal year (FY) 2001. Thepurpose of the program is to supportresearch that focuses on problemscaused by Citrus Tristeza Virus (CTV)and the Brown Citrus Aphid. Thisrequest for proposals (RFP) sets forthprocedures to be followed whensubmitting grant proposals, rulesgoverning the evaluation of proposals,the awarding of grants, and regulationsrelating to the post-awardadministration of such grants.CSREES also is requesting commentsregarding this RFP from any interestedparty. These comments will beconsidered in the development of thenext RFP for this program. Suchcomments will be used in meeting therequirements of section 103(c)(2) of theAgricultural Research, Extension, andEducation Reform Act of 1998.

Suchcomments will be used in meeting therequirements of section 103(c)(2) of theAgricultural Research, Extension, andEducation Reform Act of 1998, 7 U.S.C.7613(c). Part I—General Information
A. Legislative Authority 
The authority for this program iscontained in section (c)(1)(A) of theCompetitive, Special, and FacilitiesResearch Grant Act, section 2 of Pub. L.89
106, as amended (7 U.S.C.450i(c)(1)(A)). This program is subject tothe administrative regulations found in7 CFR Part 3400.In accordance with the statutoryauthority, the Secretary may makegrants for the purpose of conductingresearch to facilitate or expandpromising breakthroughs in areas of thefood and agricultural sciences of importance to the United States.
B. Definitions
For the purpose of awarding grantsunder this program, the followingdefinitions are applicable:(1)
Administrator 
means theAdministrator of the Cooperative StateResearch, Education, and ExtensionService and any other officer oremployee of the Department to whomthe authority involved may bedelegated.(2)
Authorized departmental officer 
or
awarding official 
means the Secretary orany employee of the Department whohas the authority to issue or modifygrant instruments on behalf of theSecretary.(3)
Authorized organizational representative
means the president,director, chief executive officer, or otherdesignated official of the applicantorganization who has the authority tocommit the resources of theorganization.(4)
Budget period 
means the intervalof time (usually 12 months) into whichthe project period is divided for budgetary and reporting purposes.(5)
Department 
or
USDA
means theUnited States Department of Agriculture.(6)
Grantee
means the organization orentity designated in the grant awarddocument as the responsible legal entityto which a grant is awarded.(7)
Peer review panel 
or
group
meansan assembled group of experts orconsultants qualified by training andexperience in particular scientific ortechnical fields to give expert advice onthe scientific and technical merit of grant applications in those fields. Thepanel members will evaluate eligibleproposals submitted to this program intheir personal and professional area(s)of expertise.(8)
Prior approval 
means writtenapproval evidencing prior consent by anauthorized departmental officer asdefined in (2) above.(9)
Project 
means the particularactivity within the scope of the programsupported by a grant award.(10)
Principal Investigator 
means thesingle individual designated by thegrantee in the grant application andapproved by the Administrator who isresponsible for the scientific andtechnical direction of the project.(11)
Project period 
means the totallength of time that is approved by theAdministrator for conducting theresearch project as outlined in anapproved grant application.(12)
Secretary 
means the Secretary of Agriculture and any other officer oremployee of the Department to whomthe authority involved may bedelegated.
C. Eligibility 
Proposals may be submitted by Stateagricultural experiment stations, allcolleges and universities, other researchinstitutions and organizations, Federalagencies, private organizations orcorporations, and individuals. Althoughan applicant may be eligible based on itsstatus as one of these entities, otherfactors may exclude an applicant fromreceiving Federal assistance under thisprogram (
e.g.,
debarment or suspension,a determination of non-responsibility based on submitted organizationalmanagement information).
Part II—Program Description
A. Purpose and Scope of the Program
Proposals are invited for competitivegrant awards under the Special ResearchGrants Program, Citrus TristezaResearch for fiscal year (FY) 2001. Thepurpose of this grant program is tosupport research that focuses onproblems caused by CTV and the BrownCitrus Aphid. This research should aimto facilitate promising breakthroughs inthis important area of the food andagricultural sciences.CTV is a pathogen of citrus vectored by several aphid species. This diseasehas been found in all the citrusproducing regions of the United Statesand is of world-wide importance. Thevirus strain complex can cause a varietyof symptoms, from mild to severe,depending upon the host and itsenvironment. A new aphid vector, theBrown Citrus Aphid was introduced inFlorida. This vector is capable of transmitting a severe stem-pitting formof the virus. The Brown Citrus Aphidalso occurs in Central America and theCaribbean Basin and thus poses a threatto citrus in other citrus producing areasin the United States (
e.g.,
Louisiana,Texas, Arizona, and California).The research priority areas that have been identified are (1) characterizationand detection of CTV strains; (2) biologyand control of the Brown Citrus Aphid;(3) host plant resistance, including scionand rootstock development; (4)epidemiology and crop loss assessment;and (5) development of cross-protectingCTV strains.
B. Available Funds and Award Limitations
Funds will be awarded on acompetitive basis to support researchprojects that focus on solving problemscaused by the CTV and Brown CitrusAphid. The total amount of fundsavailable in FY 2001 for support of thisprogram is approximately $595,000.Each proposal submitted in FY 2001shall request funding for a period not to

exceed two years. FY 2001 awardeesmust submit new proposals andrecompete to receive additional fundingat the expiration of their current grant.
C. Applicant Peer Review Requirements
Subsection (c)(5)(A) of theCompetitive, Special, and FacilitiesResearch Grant Act, as amended (7U.S.C. 450i(c)(5)(A)) requires applicantsto conduct a scientific peer review of aproposed research project in accordancewith regulations promulgated by theSecretary prior to the Secretary makinga grant award under this authority.Regulations implementing thisrequirement are set forth in 7 CFR3400.20 and 3400.21. The regulationsimpose the following requirements forscientific peer review by applicants of proposed research projects:1. Credible and independent. Reviewarranged by the grantee must provide fora credible and independent assessmentof the proposed project. A crediblereview is one that provides an appraisalof technical quality and relevancesufficient for an organizationalrepresentative to make an informedjudgment as to whether the proposal isappropriate for submission for Federalsupport. To provide for an independentreview, such review may include USDAemployees, but should not be conductedsolely by USDA employees.2. Notice of completion and retentionof records. A notice of completion of thereview shall be conveyed in writing toCSREES either as part of the submittedproposal or prior to the issuance of anaward, at the option of CSREES (see PartIII. B.(2)(i). The written noticeconstitutes certification by the applicantthat a review in compliance with theseregulations has occurred. Applicants arenot required to submit results of thereview to CSREES; however, properdocumentation of the review processand results should be retained by theapplicant.3. Renewal and supplemental grants.Review by the grantee is notautomatically required for renewal orsupplemental grants as defined in 7 CFR3400.6. A subsequent grant award willrequire a new review if, according toCSREES, either the funded project haschanged significantly, other scientificdiscoveries have affected the project, orthe need for the project has changed.Note that a new review is necessarywhen applying for another standard orcontinuation grant after expiration of the grant term.

Preparation of a Proposal
A. Program Application Materials

B. Content of a Proposal 
(1) GeneralThe proposal should follow theseguidelines, enabling reviewers to moreeasily evaluate the merits of eachproposal in a systematic, consistentfashion:(a) The proposal should be preparedon only one side of the page usingstandard size (8

Thus it isto your advantage to ensure that yourproposal is not difficult to read.(b) Each page of the proposal,including the Project Summary, budgetpages, required forms, and appendices,should be numbered sequentially in theupper right-hand corner.(c) The proposal should be stapled inthe upper left-hand corner. Do not bind.An original and 9 copies (10 total) must be submitted in one package, along with20 copies of the Project Summary as aseparate attachment.(2) Cover PageComplete Form CSREES

The project title must be brief (80-character maximum), yet representthe major thrust of the effort beingproposed. Project titles are read by avariety of nonscientific people;therefore, highly technical words orphraseology should be avoided wherepossible. In addition, introductoryphrases such as
