1.Petitioner Dr Joseph Zernik herein files request for certification of the JusticeEsther Hayut April 18, 2013 Decision in instant court file, alternatively, for removal of the record from this court file.2.On April 18, 2013, Decision by Justice Esther Hayut in this court file was“released”, and on May 5, 2013 it was delivered to the Petitioner at the JaffaStreet, Jerusalem, Israel Post Office, carrying a disclaimer, “subject to editing and phrasing changes”, unsigned by Justice Hayut, and with no accompanyingauthentication letter by the Clerk of the Court.

3.A reasonable person could not deem the receipt of such record as lawful service of a valid court decision.4.The Decision record in part also denies a Request for Recusal of the Office of theClerk, which was not before the court at all. [
]5.In instant court file, from the onset, the Office of the Clerk has engaged in falseand misleading registration of records. [
]6.In the Supreme Court of the State of Israel, “Chief Clerk” Sarah Lifschitz hasoccupied her office for over a decade with no lawful appointment record.7.The UN Human Rights Council Periodic Review, Professional Staff Report (2013, paragraph 25) refers to “lack of integrity in the electronic records of the SupremeCourt.. of the State of Israel.”8.Based on all the above, there is a reasonable foundation for suspecting that ininstant court file, which addresses integrity, or lack thereof in the records of the
