egistration provides the basis or planningprogrammes, providing assistance and ensuringprotection in times o crisis. The characteristicso a population (including the sex and age breakdownsand the number and type o groups with specic needs)help to determine the protection services and assistanceor the population in need. Monitoring and evaluationdepends on valid population numbers, which shouldbe disaggregated by sex and age in order to measureeverything rom the crude mortality rate and the type andnumber o latrines required to the appropriate shelterarrangements or girl- and boy-headed households andpersons with disabilities.It is important to ensure that there is
no diference intreatment between women and men.
We need to putappropriate systems in place during registration to ensurethat both women and men have
equal access
to individualregistration and documentation. Moreover, it is vital thatwe record each specic protection
at the individual level.
I individual registration is not easible at the beginning,we should ensure individual registration o persons withspecic needs and circumstances. Besides identicationdocuments, other documents are vital or guaranteeingprotection. Examples include individual birth, marriage,divorce and death certicates.We must include women and men as equal partners inthe decision-making bodies and processes relating to theplanning o registration. It is also important to be awareo the potential risks o abuse and violence against girlsand women during registration. Possible risks include ha-rassment by certain segments o the community, thoseinvolved in registration or by other external actors. There-ore, monitoring systems are important.

Is the registration process designed with the inputo women and men who are to be registered?Does the physical set-up o registration ensure privacyand condentiality or women and men?Does the registration system ensure that people are notin danger in terms o security, amily conict or humanrights abuse?What type o training is provided to registration staf?Is there an agreement on the categories o specicneeds to be identied during the registration?Is there a mechanism to record women, girls, boys ormen with specic needs within the household and tomake reerrals to appropriate existing services?• Are all unaccompanied and separated childreninterviewed by a qualied and appropriately trainedinterviewer?Are interviewers aware o and inormed o how to regis-ter diferent amily structures that may exist (e.g. single-headed households, polygamous amilies)?Is each household member recorded by sex and agegroup, as a minimum?I household registration is taking place, are the nameso the emale and male heads o households beingdocumented?
