ENERAL
.—The Federal Emergency Manage-

ment Agency is established as a cabinet-level independent

establishment in the executive branch.

(b) M
ISSION
.—The primary mission of the Agency
17
shall be to reduce the loss of life and property and protect
18
the Nation from hazards by leading and supporting the
19
Nation in a comprehensive emergency management system
20
of preparedness, response, recovery, and mitigation.
