OVERSEAS FURNISHINGS AND QUARTERS AVAILABILITY REPORT(RCS: HAF-LEE(SA)7803)
1. Accompanied Personnel:
Personnel reassigned to locations within USAFE, who electthe accompanied-by-dependents tour, are authorized full JFTR weight allowance except atIzmir, Turkey, Lajes, Azores and Keflavik, Iceland. Please see special notes for Keflavik (3)below. The availability of government family quarters during member’s reporting month isextremely variable based upon the time of year, number of dependants / required bedroomsand renovation projects in progress. Therefore, this information is best obtained from thegaining base once PCS orders are obtained. Single/unaccompanied personnel areauthorized full JFTR weight allowance whenever government quarters are not available for their grade. No long term furniture support is available in USAFE, except at Izmir, Turkeyand at Lajes, Azores, for Keflavik, Iceland see notes (3) below. Temporary loaner furniturecan normally be obtained for use until HHG shipment arrives. Please note that althoughgovernment quarters may be available at an installation, assignment is not mandatoryunless annotated by an asterisk. If a location does not appear on this listing, send requestfor information to the gaining location.
2. Unaccompanied Personnel:
Information contained in this report pertains only to single(without dependents) personnel. Unaccompanied (married but not accompanied bydependents) personnel, regardless of grade, are considered space available and will onlybe housed when excess quarters exist. Exception to this policy is at remote (dependentsnot authorized) locations. At these locations, all members are categorized as single for housing purposes.
3. Optional Quarters Availability:
a. In accordance with HQ/USAF/IL Memorandum dated 24 Dec 2003 to AFI 32-6005,para 2.7, members in grades E-4 with more than 3 years in service and above gradescannot be involuntarily assigned to reside in government quarters on USAF installationseven if the installation reports quarters are available. When hosting installation is not under Air Force control, assignment rules for quarters may differentiate. For some categories /ranks are noted therefore with an “O” for optional. Members in these categories must begiven the option to choose to ship full JFTR HHG entitlement.
Exceptions to policy:
Incirlik AB, Turkey, due to “force protection” requirements and for Ankara AB and Istanbul,Turkey, government leased facilities are provided to house personnel assigned. For Keflavik, Iceland please see policies at remarks to location (3) below.b. Law provides a member without dependents who is a pay grade above E-6 mayalways live off base (standards of UH does not matter). Newer law (USC 37, section 403(b)), extends this to E-6 members (without dependents), who are assigned to quarters thatdo not meet the minimum adequacy standards established by the Department of Defense(DoD) for members in such pay grade. They may elect not to occupy such quarters andinstead receive basic allowance for housing to reside off base; therefore, USAF members ingrade E-6 assigned to US Army installations are entitled to live off-post when quartersavailable do not meet minimum adequacy standards set forth by DoD. Quarters’ availabilityfor these circumstances is noted with an “O” for optional.
