The preliminary results of the initial National Security PersonnelSystem (NSPS) pay pools for Spiral 1.1 participants are in: 96% of Air Force (AF) participants scored at level three or above and wereeligible for NSPS performance-based share pay outs. All NSPS-covered employees also received the equivalent of the Januaryincrease received by the rest of the government.

Spiral 1.2H conversion began 21 January 2007. Approximately26,000 AF employees converted, bringing the number of AFemployees covered by NSPS to approximately 40,000 world-wide.AF currently has the largest number of employees in NSPS of anyDepartment of Defense (DoD) component.

The next Spiral, 1.3, converts approximately 1,200 AF civilians on18 March 2007 and will mark the completion of the initial phase of deployment of all eligible AF General Schedule non-bargaining unitappropriated fund civilians.

Oral arguments to allow previously blocked portions of NSPS to beimplemented were held before a three-judge federal appeals panelon 11 December 2006. A ruling in the case (
AFGE v Rumsfeld
) isexpected in the spring of 2007.

DoD’s ongoing conversion to NSPS is expected to cover FederalWage System (FWS) positions. The process of designing thesystem, which involves DoD stakeholders and includes unions, is inits earliest stages. Development remains event driven and nodecision on an implementation schedule has been made.

Secretary of Defense Robert Gates affirmed his support of NSPSduring his confirmation hearing: “Reforming civil service rules tomake our civilian work force more adaptable, flexible and agile iscritical to the future of the department. I believe NSPS is integral tothe department’s human capital strategy of developing the right mixof people and skills across the total force.”
