The Final Recommendations of the EU Public-Private Smart Move High Level Group (HLG) are a follow-up to the European Commission Transport White Paper and contribution to the EU 2020 Growth Agenda. Shared vision
•
Bses, coaches and taxis are a key part of an inclsive and competitive Eu pb- lic mobility chain: 
Together, buses, coaches and taxis orm the largest commercialmobility and travel provider in the European Union and its Member States, secondonly to the private car. Collective short and long-distance transport, especially bybuses, coaches and taxis, is the backbone o ecient public mobility and an optimalecient and sustainable alternative to the private car, oering a 24-hour/365-dayavailability, coupled with a unique door-to-door customised service. As such, buses,coaches and taxis are well placed to substantially contribute to achieving the ambi-tious EU objectives or sustainable growth and competitiveness. These modes alsoulll the requirements o EU transport policy, thanks to their intrinsic characteristicso door-to-door fexibility, environmentally-riendliness, wide availability and highstandards o customer care and accessibility. As an integral part o the social abric ocommunities, aordable collective transport is a lieline to work, education and lei-sure or all, including or citizens with disabilities, and low-income EU citizens, house-holds, regions and countries.

Dobling the se and the modal share of collective transport to become a formal Eu policy and bsiness objective 
: It is in the public interest to place buses, coachesand taxis and their role in the mobility and travel chain at the heart o policy makingat EU, national and local levels. Setting a clear policy and business target to increasetheir use and modal share – indeed to double it by 2025 – will acilitate the devel-opment o a pro-active public, nancial, scal, legislative, market and operationalenvironment, which will encourage service provision and thereby produce a shit in

or society.Doubling the use o bus and coach services alone is expected to potentially yield areduction o road atalities in the EU by up to 1500 per year, with a considerable reduc-tion o serious and less serious injuries; a reduction o CO
2
emissions o between 40and 50 million tonnes per year, and a reduction o other transport-related airbornepollutants; a signicant reduction o congestion in cities, as a result o the expected10-12% all in car trac; and the creation o up to 3 million new sustainable and green jobs - all at the
lowest cost 
to taxpayers.

Method 
: A public-private partnership to enable progressively a legislative, scal, mar-ket and administrative ramework, and land use planning strategy, conducive to ser-vice provision, and to oer adequate public investment, to allow collective road pas-senger transport to compete successully with the private car.
Recommendations
The recommendations below aim at achieving progressively, by 2025, the objective odoubling the use o collective passenger transport in the EU. They are addressed to EUpolicy decision makers, EU Member States, businesses, citizens, operators, regulators,local authorities, and all other public and private stakeholders at EU, national and locallevels.

2 Calculations based on the assumption o a modal shit rom the private car to collective bus and coach transport, resulting in adoubling o the use o buses and coaches in the EU. The ollowing main sources have been used to calculate the data:EuropeanCommissionstatistical pocketbook 2012 andCAREdatabase on road saety, andEuropean Environment Agency. A dedicated annex containing more detailed inormation on these gures is attached to the HLG Background Paper, containing a ull list o theHLG comments and recommendations.3 The HLG draws attention to the lack o comparable and timely statistics on bus, coach and taxi services, at EU level, whichprevents an inormed debate and ecient policy and business decision-making. Appropriate statistics are also needed to measurethe impact and the progress made in achieving the objective o “doubling”.
