To provide for the inclusion of Lease Sale 220 in the outerContinental Shelf leasing program for fiscal years 2012–2017, to revise the map for the Mid-Atlantic planning area, and for other purposes.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Virginia Outer Conti-
4
nental Shelf Energy Production Act of 2013’’.
5
SEC. 2. DEFINITIONS.

In this Act:

(1) L
EASE SALE 220
.—The term ‘‘Lease Sale
1
220’’ means the sale of Federal oil, gas, wind, or al-
2
ternative and renewable energy exploration leases in
3
the outer Continental Shelf planning area located off 
4
the coast of the State.

(2) Q
UALIFIED REVENUES
.—The term ‘‘quali-
6
fied revenues’’ means all rentals, royalties, bonus
7
 bids, and other sums due and payable to the United
8
States under a lease sale conducted under section
9
3(a)(1).

(3) S
ECRETARY 
.—The term ‘‘Secretary’’ means
11
the Secretary of the Interior.
12
(4) S
TATE
.—The term ‘‘State’’ means the State
13
of Virginia.

SEC. 3. OUTER CONTINENTAL SHELF ENERGY LEASES OFF
15
THE COAST OF THE STATE OF VIRGINIA.

(a) A 
UTHORIZATION OF
L
EASE
S
 ALES
.—In carrying 
17
out the outer Continental Shelf leasing program for fiscal
18
 years 2012–2017 prepared under section 18 of the Outer
19
Continental Shelf Lands Act (43 U.S.C. 1344), the Sec-
20
retary shall—
21
(1) include in the schedule of proposed lease
22
sales—
23
(A) Lease Sale 220; and
24

(B) any areas off the coast of the State
1
that are included in the Mid-Atlantic planning 
2
area as a result of the revision to the map
3
 under section 4(b); and
4
(2) provide that the Secretary shall not make
5
any tract available for lease under paragraph (1) if 
6
the President, in consultation with the Committees
7
on Armed Services of the Senate and the House of 
8
Representatives, determines that the lease of that
9
tract would conflict with military operations relating 
10
to national security.

(b) D
ISPOSITION OF
R
EVENUES
.—
12
(1) I
N GENERAL
.—Notwithstanding section 9 of 
13
the Outer Continental Shelf Lands Act (43 U.S.C.
14
1338) and subject to the provisions of this section,
15
for each applicable fiscal year, the Secretary of the
16
Treasury shall deposit—
17
(A) 50 percent of any qualified revenues in
18
the general fund of the Treasury; and
19
(B) 50 percent of any qualified revenues in
20
a special account in the Treasury to be used for
21
the purposes described in paragraph (2).
