Executive Summary
This paper reviews the background and legislative history of P.L. 107-327, shorttitle “Afghanistan Freedom Support Act of 2002,” which was passed on December 04,2002, and provided military and humanitarian support to the new Afghanistangovernment. The Act has three titles with a total of nineteen sections. The first titleaddresses economic and development assistance for Afghanistan. The second titlefocuses on military assistance for Afghanistan and certain other foreign countries andinternational organizations involved in Afghanistan. The last title concentrates onmiscellaneous provisions, such as, forbidden the United States government helping drugtraffickers. It also supports providing body guard services to President Karzai, andencouraging other nations to disburse the funds pledged to Afghanistan during the firstinternational conference held in Tokyo, Japan after the Bonn Agreement.The turbulent political and civil strife Afghanistan faced over the past threedecades did not end with the enactment of public law 107-327 “Afghanistan FreedomSupport Act of 2002.” The Act formalized the framework from which the United States justified its involvement in Afghanistan after the Taliban government was removed frompolitical power.
