Proposed Action
We have prepared an EA. The EAidentifies and examines the reasonablealternatives and assesses their potentialenvironmental impact. Our preferredalternative is to implement theIntegrated Natural ResourcesManagement Plan (INRMP).We are requesting your comments onenvironmental concerns you may haverelated to the EA and the draft FONSI.This includes suggesting analyses andmethodologies for use in the EA orpossible sources of data or informationnot included in the EA. Your commentswill be considered in preparing thecomplete EA.
Environmental Assessment and DraftFinding of No Significant Impact
The EA examines potential effects of the proposed action of implementingthe INRMP on 20 resource areas:environmental setting, climate, airquality, noise, topography, geology,soils, water resources, wetlands,floodplain and coastal zones, aquatichabitat, riparian habitat, terrestrialecosystems, fauna, endangered,threatened, and rare species, land use,facilities, hazardous and toxic materials,socioeconomic resources, andenvironmental justice. The INRMPintegrates all aspects of natural resourcemanagement at TRACEN Cape May, andidentifies management approaches thatwould benefit local ecosystems. TheINRMP was developed using aninterdisciplinary approach that solicitedinformation from a variety of Federal,state, and local agencies and groups. AnINRMP Focus Group was formed, whichincluded key Installation personnel andindividuals from various agencies andgroups that have an interest in TRACENCape May and the management of itsresources. Agencies involved in theprocess include U.S. Fish and WildlifeService and New Jersey Division of Fishand Wildlife Management. Properutilization of this Plan for theconservation of natural resources shouldnot impair the ability of the Installationto perform its mission(s).The EA concluded that theimplementation of the INRMP wouldnot have a significant, adverse impacton the environment

resulting in theissuance of a draft Finding Of NoSignificant Impact (FONSI). AnEnvironmental Impact Statement is notrequired prior to implementation of theproposed action.
