SUMMARY
:
The Occupational Safety andHealth Administration announces ameeting of the Fire Protection forShipyard Employment NegotiatedRulemaking Advisory Committee.OSHA invites all interested persons toattend. The committee membersrepresent groups interested in, orsignificantly affected by, the outcome of the rulemaking. They includerepresentatives of shipyards, laborunions, professional associations, andgovernment agencies. The committeewill continue its discussions on aproposed standard to protect workersfrom fire hazards in shipyardemployment, including the followingareas: scope and application;administrative, engineering, and workpractice controls; fire brigades; writtenfire plans; technological advances; costof fire protection; and the content of appendices. s goal is toreach consensus on a draft proposedstandard and explanatory preamble thatit will recommend to OSHA.

SUMMARY
:
EPA is proposing to update aportion of the Outer Continental Shelf (
‘‘
OCS
’’
) Air Regulations. Requirementsapplying to OCS sources located within25 miles of states
’
seaward boundariesmust be updated periodically to remainconsistent with the requirements of thecorresponding onshore area (
‘‘
COA
’’
), asmandated by section 328(a)(1) of theClean Air Act, as amended in 1990 (
‘‘
theAct
’’
). The portion of the OCS airregulations that is being updatedpertains to the requirements for OCSsources for which the Santa BarbaraCounty Air Pollution Control District(Santa Barbara County APCD), SouthCoast Air Quality Management District(South Coast AQMD) and VenturaCounty Air Pollution Control District(Ventura County APCD) are thedesignated COAs. The intended effect of approving the OCS requirements for theabove Districts is to regulate emissionsfor OCS sources in accordance with therequirements onshore. The changes tothe existing requirements discussed below are proposed to be incorporated by reference into the Code of FederalRegulations and are listed in theappendix to the OCS air regulations.
