Umweltzeichen fr Kunststoffe (Eco-labels)

Warum Umweltzeichen ? Weltweit wird der Umweltschutz kontinuierlich verbessert. Im Rahmen dieser Bemhungen wurden in den vergangenen Jahren in mehreren Lndern verschiedene Umweltzeichen eingefhrt. Die Verwendung von Umweltzeichen soll einerseits die Hersteller zur Entwicklung umweltfreundlicher Produkte motivieren und ermglicht es andererseits den Verbrauchern, beim Einkauf umweltfreundliche Waren auszuwhlen. Umweltzeichen sollen nur fr Produkte verliehen werden, deren Herstellung und Gebrauch zu mglichst geringen Umweltbelastungen fhren. Insbesondere die Reduzierung von Energieverbrauch, Rohstoffeinsatz, Lrm, Emissionen in Luft und Wasser, die Erhhung der Lebensdauer und Verbesserung der Recyclierbarkeit sind Ziele bei der Entwicklung neuer Gebrauchsgegenstnde.

Why the need for eco-labels ? Environmental protection is undergoing constant improvement throughout the world. In the course of these endeavors, a range of eco-labels has been introduced in a number of countries over the past few years. The use of eco-labels is designed, on the one hand, to motivate manufacturers to develop products that are more environmentally friendly and, on the other hand, to enable consumers to select environmentally-compatible products when making their purchases. Eco-labels are only to be awarded to products whose manufacture and use imposes the lowest possible burden on the environment. The particular aims being pursued in the development of new consumer goods include reducing energy consumption, the amount of raw material used, noise, emissions in air and water, and also increasing service life and improving recyclability.

Von mehreren Institutionen wurden in den letzten beiden Jahrzehnten fr verschiedene Produktgruppen Kriterien entwickelt, die zu erfllen sind, damit fr ein Produkt ein Umweltzeichen vergeben werden kann. Dabei werden die verschiedenen Aspekte des Umweltschutzes bercksichtigt. Das Spektrum der Produktgruppen ist weit gefasst. Betrachtet man Produkte auf Basis von Kunststoffen, so sind hier hauptschlich die Kriterien fr die chemische Zusammensetzung der Kunststoffe relevant, die bei der Herstellung von Elektrogerten und Gerten der Datentechnik Verwendung finden. Die Benutzung dieser Umweltzeichen ist freiwillig. Hersteller, die fr ihre Produkte ein Umweltzeichen beantragen, zeigen umweltbewusstes Handeln und knnen gleichzeitig einen Wettbewerbsvorteil erlangen. Die Modalitten zur Vergabe eines Umweltzeichens sind bei den verschiedenen Institutionen hnlich. Der Antragsteller reicht die erforderlichen Unterlagen und Nachweise an der zustndigen Stelle ein. Nach Prfung und Erfllung der Kriterien wird dem Hersteller die Berechtigung zur Verwendung des Umweltzeichens fr einen festgelegten Zeitraum erteilt. Fr die Verwendung eines Umweltzeichens sind Gebhren zu entrichten.

Over the past two decades, various institutions have developed criteria for different product groups which need to be fulfilled before an eco-label can be awarded for a product. The different aspects of environmental protection are taken into account here. The range of product groups involved is a broad one. If we look at products that are based on plastics, then, of prime relevance here are the criteria for the chemical composition of the plastics used in the production of electrical appliances and data technology equipment. The use of these eco-labels is voluntary. Manufacturers who apply for an eco-label for their products display environmentally-aware behavior and can gain a competitive advantage at the same time. The different institutions all have similar arrangements for the award of their eco-labels. The applicant is required to submit the necessary documents and evidence to the relevant office. After testing and verification of compliance with the criteria, the manufacturer is awarded the entitlement to use the eco-label for a specified period of time. A fee has to be paid for the use of an eco-label.

Die bekanntesten Umweltzeichen Blauer Engel (Deutschland) Das Umweltzeichen Blauer Engel wurde in der Bundesrepublik Deutschland 1977 durch Umweltminister des Bundes und der Lnder eingefhrt. Das Zeichen enthlt das Umweltemblem der Vereinten Nationen. In einer Umschrift wird auf die wichtigsten Umwelteigenschaften des jeweiligen Produktes hingewiesen. Es wird vergeben fr Produkte und Dienstleistungen, die sich im Vergleich zu anderen Produkten durch besondere Umweltfreundlichkeit auszeichnen. Nach Antragstellung eines Herstellers beim RAL-Institut und Prfung erfolgt der Abschluss eines Zeichenbenutzungsvertrages mit einer festgelegten Laufzeit.

The most familiar eco-labels Blue Angel (Germany) The Blauer Engel (Blue Angel) eco-label was introduced in the Federal Republic of Germany in 1997 by the Ministers of the Environment of the federation and the individual states. The label contains the environment emblem of the United Nations. The most important environmental properties of the product in question are set out in a written description. The label is awarded for products and services which are distinguished from other products through their particular environmental compatibility. After a manufacturer has submitted an application to the RAL Institute and the product has been tested, a contract for the use of the label is concluded for a specified period of time. The Blauer Engel has so far been awarded to some 4000 products.

Fr ca. 90 Produktgruppen (mit jeweils eigener RAL-UZ-Nr.) wurden Kriterien festgelegt, u.a. fr RAL-UZ 62 (Kopiergerte) RAL-UZ 78 (Arbeitsplatz-Computer) RAL-UZ 85 (Drucker) RAL-UZ 91 (Fernsehgerte) RAL-UZ 93 (Tragbare Computer). Kriterien fr Kunststoffe: Kunststoffe mssen mit Ausnahme prozessbedingter, technisch unvermeidbarer Verunreinigungen frei sein von Flammschutzmitteln, falls nicht: darf der Kunststoff maximal 0,5 Gew-% fluororganische Additive enthalten und von halogenhaltigen Polymeren und Zustzen von halogenorganischen Verbindungen (mit Ausnahme fluororganischer Addititive) von Dioxin- und Furanbildnern von Stoffen, die als krebserzeugend, erbgutverndernd, fortpflanzungsgefhrdend1) eingestuft sind von PBB, PBDE2) und Chlorparaffinen.

Criteria have been laid down for approximately 90 product groups (each with their own RAL-UZ number), including for RAL-UZ 62 (photocopiers) RAL-UZ 78 (computers at the workplace) RAL-UZ 85 (printers) RAL-UZ 91 (televisions) RAL-UZ 93 (portable computers). Criteria for plastics: With the exception of technically unavoidable impurities caused by their processing, plastics must be free from flame retardants if not, the plastic may contain a maximum of 0.5% by weight fluoro-organic additives and halogen-containing polymers and additives of halogen-organic compounds (with the exception of fluoro-organic additives) dioxin and furan formers materials that are rated as carcinogenic, as altering genetic make-up or as a hazard to reproduction1) PBB, PBDE2) and chlorinated paraffins.

TCO 99 (Schweden) TCO (Swedish Confederation of Professional Employees) vergibt seit 1992 ein Umweltzeichen fr umweltfreundliche Gerte der Informationstechnologie. Die aktuell gltige Version ist TCO 99 ( blaues TCO auf weiem Kreis mit rotem Ring). Die Kriterien wurden auf der Basis von ISO-Standards sowie den Erfahrungen von Umweltschutzorganisationen und auch dem Blauen Engel entwickelt. Zur Zertifizierung nach TCO 99 liegen Reports mit den Prfkriterien vor fr Keyboards, Personalcomputer, Drucker, Faxgerte, Kopiergerte und Displays. Kriterien fr Kunststoffe: kein elektronisches Bauteil darf Quecksilber oder Cadmium enthalten Kunststoffteile, die mehr als 25 g wiegen, drfen keine Flammschutzmittel enthalten, die organisch gebundenes Chlor oder Brom enthalten Kunststoffteile mssen gem ISO 11469 gekennzeichnet sein.

TCO 99 (Sweden) The TCO (Swedish Confederation of Professional Employees) has been awarding an eco-label for environmentally friendly information technology equipment since 1992. The currently valid version is TCO 99 (a blue TCO on a white circle with a red ring). The criteria were developed on the basis of ISO standards and the experience acquired by environmental conservation organizations and also with the Blauer Engel eco-label. Reports with the test criteria for keyboards, personal computers, printers, fax machines, copiers and displays are available for certification to TCO 99.

Criteria for plastics: no electronic component may contain mercury or cadmium plastic parts weighing more than 25 g may not contain flame retardants with organically bonded chlorine or bromine plastic parts must be marked in accordance with ISO 11469.

Nordischer Schwan (Skandinavische Lnder) Der nordische Ministerrat beschloss 1989 die Einfhrung eines freiwilligen Umweltzeichens fr Finnland, Island, Norwegen und Schweden. Nach Beantragung und nach erfolgter Prfung drfen Produkte mit dem Nordischen Schwan gekennzeichnet werden. Die Gltigkeit betrgt zwei bis drei Jahre. Zur Zeit liegen Kriterien vor fr Personalcomputer, Kopiergerte, Drucker, Faxgerte und Fernsehgerte (incl. Videorecorder).

Nordic Swan (Scandinavian countries) The Nordic Council of Ministers took the decision to introduce a voluntary eco-label for Finland, Iceland, Norway and Sweden in 1989. After submission of an application and completion of the tests, products may be marked with the Nordic Swan. The label is valid for two to three years. Criteria are currently available for personal computers, copiers, printers, fax machines and television sets (including video recorders).

EU-Umweltzeichen Euro-Blume (15 EU Mitgliedslnder) Seit 1992 existiert die Euroblume als Umweltzeichen in der Europischen Gemeinschaft. Das Umweltzeichen hat in allen Mitgliedslndern das gleiche Aussehen und stellt einen Blumenstiel mit dem Europasymbol dar. Es soll Produkte kennzeichnen, die sich auf ihrem gesamtem Lebensweg durch grere Umweltvertrglichkeit auszeichnen als herkmmliche Produkte. Das EU-Umweltzeichen wird 1999 auf etwa 250 Produkten aus 14 Produktgruppen verwendet. Fr Kunststoffe von Bayer sind dabei die Kriterien fr Personalcomputer, tragbare Computer und Waschmaschinen von Bedeutung. Zur Beantragung des Umweltzeichens reichen Hersteller oder Importeur die erforderlichen Unterlagen bei der zustndigen Stelle in einem der Mitgliedstaaten ein. Die Gltigkeit eines gewhrten Umweltzeichens betrgt etwa drei Jahre. Kriterien fr Kunststoffe: Die bisher vorgelegten Kriterien fr Kunststoffe fr den Einsatz in Elektrogerten unterscheiden sich deutlich untereinander sowie von den nationalen Kriterien und werden deshalb an dieser Stelle nicht im Einzelnen angegeben. EU eco-label EU Flower (15 EU member states) The European Union has had its "EU Flower" eco-label since 1992. The eco-label has the same appearance in all member states and takes the form of a flower stem with the Europe symbol at the top. It is intended to mark products which display a greater environmental compatibility than conventional products over their entire life cycle. The EU eco-label was used on some 250 products from 14 product groups in 1999. In the case of plastics from Bayer, it is the criteria for personal computers, portable computers and washing machines that are of importance. To apply for the eco-label, manufacturers or importers submit the necessary documents to the competent office in one of the member states. Once awarded, an eco-label is valid for approximately three years.

Criteria for plastics: The criteria that have been submitted so far for plastics to be used in electrical appliances differ clearly from each other and also from the national criteria and will thus not be listed individually here. Further information will be supplied on request.

ECO-Kreis (TV Rheinland) Der TV Rheinland vergibt seit 1995 fr Produkte, die nachweisbar bezglich Sicherheit, Ergonomie und kologie den aktuellen Stand der Technik einhalten, das ECO-Kreis-Prfzeichen. Dazu gibt es einen Anforderungskatalog fr Personalcomputer, Bildschirmgerte und Tastaturen. Die gestellten Anforderungen werden im Labor geprft. Die Prfkriterien werden dem technischen Fortschritt laufend angepasst; deshalb trgt das Prfzeichen eine Jahreszahl. Die Gltigkeitsdauer eines Zertifikates ist nicht befristet. Kriterien fr Kunststoffe: Nicht zulssig sind in den eingesetzten Kunststoffen cadmium- oder bleihaltige Zustze in Gehusebauteilen ber 25 g halogenorganische Polymere und Copolymere sowie halogenorganische Verbindungen; ausgenommen sind fluororganische Additive bis zu einem Gesamt-Fluor-Gehalt von 0,25 Gew.-%. Stoffe, die als krebserzeugend, erbgutverndernd oder fortpflanzungsgefhrdend nach der TRGS 900, TRGS 905 oder MAK-Liste eingestuft sind.

ECO-Kreis / TV Rheinland (ECO-Circle / Rhineland Technical Inspectorate) The TV Rheinland has been awarding the ECO-Kreis (ECO-Circle) label since 1995 to products which can be shown to comply with the state of the art in terms of safety, ergonomics and ecology. A catalogue of requirements for personal computers, screen units and keyboards has been drawn up to this end. The requirements are tested in the laboratory. The test criteria are constantly being brought into line with technical progress. This is why the label has the year marked on it. There is no time limit on a certificate once it has been issued. Criteria for plastics: The plastics used must not contain the following cadmium or lead-containing additives in housing components of more than 25 g halogen-organic polymers and copolymers and also halogen-organic compounds; exceptions here are fluoro-organic additives up to an overall fluorine content of 0.25 % by weight. materials that are rated as carcinogenic, as altering genetic make-up or as a hazard to reproduction as per TRGS 900, TRGS 905 or the MAK list (maximum working-site concentration). Appropriate Bayer Thermoplastics A large number of Bayer thermoplastics fulfil the requirements for the above eco-labels for use as housing materials in electrical appliances, such as personal computers, portable computers, fax machines, printers, copiers, television sets and washing machines. All products in the table set out below fulfil the requirements for the Blauer Engel, TCO'99 and the Nordic Swan. This list contains only the most frequently-used Bayer thermoplastics and thus only constitutes a selection. The criteria for the Nordic Swan, in particular, are also fulfilled by other products in our range. Geeignete Bayer-Thermoplaste Zahlreiche Bayer-Thermoplasten erfllen die Anforderungen fr die oben genannten Umweltzeichen fr den Einsatz als Gehuse-Materialien in elektrischen Gerten wie z. B. Personal Computern, tragbaren Computern, Faxgerten, Druckern, Kopiergerten, Fernsehgerten oder Waschmaschinen. Alle Produkte in der nachstehend aufgefhrten Tabelle erfllen die Anforderungen fr den Blauen Engel, TCO 99 und Nordischen Schwan. Diese Liste enthlt die am hufigsten eingesetzten Bayer-Thermoplaste und stellt demnach nur eine Auswahl dar. Insbesondere die Kriterien fr den Nordischen Schwan werden noch von anderen Produkten unseres Sortimentes erfllt.
