According to Iowa Code (69.16A), gender balance is required on public boards and commissions. This means that any board, commission, committee, or council established by the state (or by a political subdivision of the state, i.e. a city or county) with an odd number of members, the members of one gender must equal one-half the membership plus one. If the board has an even number of members, "not more than one-half of the membership shall be of one gender." 2 This summary is a preliminary view of the data received during the second phase of the Gender Balance Project, a research partnership between the Carrie Chapman Catt Center for Women and Politics at Iowa State University and the Friends of the Iowa Commission on the Status of Women. It includes a summation of the first 124 municipalities in Iowa that have responded to requests for information on the gender composition of nine city boards and commissions. The nine municipal boards and commissions included in this project are: Airport Board, Civil Service Commission, Historic Preservation Commission, Housing Services Board, Human Rights Commission, Library Board of Trustees, Planning and Zoning Commission, Water Works Board of Trustees, and Zoning Board of Adjustment. 3 This is a working document.
